About the Project

The project aims to provide integrated humanitarian assistance including Multi-Purpose Cash Assistance (MPCA), Emergency Shelter support, and selected WASH interventions to vulnerable internally displaced persons (IDPs) in Mawza District, Taiz Governorate.

The intervention focuses on protection-sensitive targeting, community engagement, and evidence-based implementation aligned with cluster standards and donor requirements.


Role Purpose

The Project Manager provides overall leadership, strategic direction, and management of the integrated MPCA, Shelter, and WASH project. The role ensures timely, quality, and compliant implementation in full alignment with donor requirements, humanitarian standards, and MAAKUM policies. The Project Manager leads the project team, manages the budget, oversees reporting, and maintains strategic coordination with donors, clusters, and government authorities at the governorate and national levels.


Key Responsibilities

Strategic Leadership & Oversight

  • Provide overall direction and supervision to the project team, ensuring clarity of roles and effective coordination between technical, operational, MEAL, and support functions.

  • Lead the development of detailed work plans, procurement plans, and monitoring frameworks based on the approved proposal and logical framework.

  • Ensure integration and synergy between MPCA, Shelter, and WASH components, avoiding silos and maximizing impact.

  • Monitor progress against project indicators and ensure timely achievement of outputs and outcomes.

  • Conduct regular field visits to oversee implementation quality and ensure adherence to standards (Sphere, cluster guidelines).

Financial & Budget Management

  • Monitor project expenditures against approved budget, ensuring funds are used efficiently, eligible, and compliant with donor regulations.

  • Work closely with the Finance Assistant to track burn rate, forecast spending, and ensure financial reporting aligns with program progress.

  • Oversee procurement planning in coordination with the Logistics Assistant to avoid delays.

  • Ensure project assets and resources are used responsibly and according to organizational procedures.

Coordination & Representation

  • Coordinate project implementation with local authorities, clusters at national and sub-national hubs, humanitarian partners, community leaders, and relevant stakeholders.

  • Represent MAAKUM in coordination meetings, cluster meetings, and relevant forums.

  • Maintain strong working relationships with humanitarian partners to ensure complementarity and avoid duplication.

  • Ensure alignment of project activities with national and clusters strategies and plans.

Monitoring, Evaluation, Accountability and Learning

  • Work closely with the MEAL team to ensure proper monitoring of project activities and indicators.

  • Support development of monitoring and evaluation tools and the implementation of assessments, surveys, and post-distribution monitoring.

  • Promote protection mainstreaming, gender equality, disability inclusion, and safeguarding principles (including PSEA) across all project activities.

  • Ensure collection of sex-, age-, and disability-disaggregated data (SADDD).

  • Document lessons learned, challenges, and best practices, contributing to organizational learning and success stories.

  • Ensure the Feedback and Complaints Mechanism (FCM) is functional, accessible, and responsive.

Team Leadership & Capacity Building

  • Lead and supervise project staff and provide guidance and technical support.

  • Facilitate regular team meetings to ensure effective communication, coordination, and problem-solving.

  • Support staff capacity building and promote a positive, accountable, and professional working environment.

  • Conduct performance reviews and provide constructive feedback.

  • Promote a culture of accountability within the team, ensuring that community feedback is valued and acted upon.

  • Enforce MAAKUM's Code of Conduct and PSEA policy, ensuring all staff, volunteers, and contractors are aware of their obligations.

  • Immediately escalate any safeguarding or PSEA concerns to the designated focal point.

Compliance, Reporting & Documentation

  • Ensure full compliance with donor grant conditions, contractual obligations, and MAAKUM policies.

  • Lead the preparation and timely submission of high-quality narrative and financial reports (monthly, quarterly, final) in line with donor schedules.

  • Review and validate all reports before submission, ensuring consistency between narrative and financial data.

  • Maintain comprehensive and organized project documentation (both soft and hard copies), including means of verification, contracts and agreements, procurement files, beneficiary lists, MEAL data, FCM records, and monitoring reports.

  • Ensure audit and donor readiness at all times.

Risk Management

  • Identify and monitor project risks (security, operational, financial, reputational) and update the risk matrix regularly.

  • Develop and implement mitigation measures in consultation with the team and senior management.

  • Escalate critical risks to the Executive Director / Head of Programs as needed.

The duties and responsibilities outlined above are not exhaustive. The Project Manager may be required to undertake additional tasks as reasonably assigned to support the successful implementation of the project.


Safeguarding and Code of Conduct

  • MAAKUM has zero tolerance for sexual exploitation and abuse. All staff are required to adhere to the organization’s Code of Conduct and safeguarding policies, including Protection from Sexual Exploitation and Abuse (PSEA).

  • Employment is subject to satisfactory references and background checks.


Required Qualifications & Experience

Education

Bachelor’s degree in Project Management, Development Studies, Business Administration, Engineering, Social Sciences, or related field.

Experience

  • Minimum 5 years of experience in humanitarian or development project management.

  • Proven experience managing donor-funded projects (experience with YHF is highly desirable).

  • Experience managing multi-sectoral programs (cash, shelter, WASH) is an advantage.

  • Demonstrated experience in financial oversight, budget management, and donor compliance.

  • Strong experience in coordination with clusters, government authorities, and partners.

Working Environment & Travel

  • The position is based in Taiz City with frequent travel to field sites as required.

  • The security context may be volatile; the role requires flexibility, resilience, and adherence to organizational security protocols.

  • Regular field presence (approx. 50-60%) is expected to ensure quality implementation.

  • Willingness to work extra hours during humanitarian responses or peak periods.
