Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:

The Protection Officer will lead and oversee all JAAHD protection interventions in Milhan District – Almahweet Governorate including legal aid, Cash for Protection, psychosocial support, and HLP case management—ensuring alignment with Protection Cluster standards, “do no harm” principles, and robust accountability mechanisms.

Key Responsibilities: 

• Responsible for the timely, high-quality, and effective provision of protection services in the targeted areas.
• Supervise protection staff including social workers, legal counsellors, Psychologists, and monitors.
• Ensure that services follow best practice and international standards in protection response.
• Develop monthly work plans and quarterly rollout schedules for mobile protection teams.
• Maintain coordination with MoSAL, Protection Cluster, local authorities, community leaders, and service providers to avoid overlap.
• Maintain an up-to-date service mapping and conduct internal and external referrals of beneficiaries to relevant services.
• Represent JAAHD in Protection Cluster, GBV, HLP, and inter sector coordination meetings; feed cluster decisions back into program design.
• Establish and manage the multi-channel complaints and feedback mechanism (hotline, WhatsApp, emails, suggestion boxes); supervise weekly review meetings and ensure PSEA-compliant escalation.
• Oversee, track, and report on activities and target achievements in the services under responsibility.
• Ensure the delivery of safeguarding, GBV basics, PSEA, data protection, and case-management refresher trainings for all protection staff and local volunteers.
• Maintain the project Risk Register; update mitigation measures (e.g., female mahram arrangements) and coordinate with the security focal point for staff safety briefings.
• Oversee project budget tracking: review financial receipts for cash grants, liaise with Finance to process vendor and FSP payments, and flag any discrepancies.
• Coordinate logistics for mobile teams: ensure kits (forms, confidentiality envelopes, first-aid supplies) are stocked and vehicles available.
• Oversee donor liaison and compliance: prepare inputs for donor narrative reports, ensure timely submission of monthly and final reports to the donor.
• Lead protection mainstreaming across sectors: work with Shelter/NFI, CCCM, and WASH leads to integrate protection safeguards and referral pathways.
• Manage staff welfare and performance: conduct quarterly performance reviews, identify training needs, and support team well-being in high-stress field environments.
• Maintain positive work relationships within the team and promote team-building efforts.
• Coordinate contingency planning: draft scenario-based continuity plans (e.g., flood surge, access denial), pre-position critical supplies, and revise SOPs accordingly.
• Champion gender and disability inclusion: audit mobile-team outreach plans to ensure female staff deployment and accessible formats for PWDs.
• Contribute to the project’s exit strategy: draft handover plans for community committees and define criteria for mobile-team scale-down.
• Perform any other duties as assigned by the line manager.

Qualifications and Requirements:

• Bachelor’s degree in in Social Sciences, Law, International Relations, or related field.
• Minimum 3 years of protection programming experience in humanitarian contexts.
• Ability to provide technical support, trainings and supervision to staff.
• Ability to supervise field teams and coordinate with local authorities, NGOs, and community structures.
• Proficiency in Microsoft Office and project management software.
• Strong analytical, observational, report-writing, and presentation skills in both Arabic and English.
• Familiarity with PSEA, AAP best practices, and “do no harm” principles.
• Excellent interpersonal skills, integrity, impartiality, and the ability to work under pressure.
• Strong written and oral communication skills, effective in representation and liaison with external parties.
• Ability to translate beneficiary feedback and M&E findings into adaptive programming.
• High cultural sensitivity and commitment to inclusive, community-driven approaches.
