ADRA Yemen is undertaking programs in Yemen in the fields of health, nutrition, WASH, food security, livelihoods, and protection.

SUMMARY:

The Reproductive Health Officer will provide technical oversight and leadership for overall quality assurance in the project and requires technical support in Reproductive Health (RH) and Family Planning (FP) service delivery, increasing access and availability of quality Reproductive Health (RH) services in the targeted areas. This role will collaborate with the MOPHP, IARHWG, UNFPA and other stakeholders to provide high-level support for effective technical capacity building at the district and governorate level and sustainability of the project achievements. The RH Officer, under the guidance of the Health and Nutrition Coordinator, will provide technical support and advice to the health care workers, midwifes, community midwifes, health and nutrition assistants and officers to establish effective mechanisms for monitoring and appropriate course corrections.

RESPONSIBILITIES:

The “Reproductive Health Officer” will be responsible, but not limited to:

  • Provide day-to-day technical, programmatic support in line with the project goals and objectives.
  • Provide high quality technical support and oversight of RH and FP components of the program, including incorporating family planning high impact practices into program strategies and activities for sub-contractors and the project team as required.
  • Responsible for maintaining the highest quality technical standard of interventions and approaches in the project to achieve high level impact.
  • Contribute to the analysis, synthesis and reporting of program outputs, results and special learning studies in close collaboration with the project team and ensure incorporation of lessons learned into ongoing implementation.
  • Support to develop and/or review a range of technical reports e.g., project reviews, monthly, quarterly, semiannual reports to the Health and Nutrition Coordinator, management team, and donor as required.
  • Under the guidance of the Health and Nutrition Coordinator and in collaboration with field-based staff, conduct the trainings of HWs in targeted health facilities and for CHVs/CMWs.
  • Provide supportive supervision to the HWs, CMWs, health and nutrition assistants/officers, ensuring integration of technical RH service approaches, including FP to ensure the reach to all targeted beneficiaries.
  • Organize and rollout of the RH trainings for the MWs, CMWs.
  • Technical leadership of the team and the development and implementation of annual technical work plans and budgets, ensuring donor and project priorities are addressed and contract/budget compliance is achieved.
  • Represent the project RH activities with partners and key stakeholders, including at technical working groups, establish effective communication and coordination with MOPHP and UNFPA to address project priorities, and maintain positive relationships with local authorities and the program team.
  • Provide other necessary technical support to the project as required.
  • Adhere to the organization’s safeguarding framework, including Protection from Sexual Exploitation and Abuse (PSEA), child protection, anti-harassment, and ethical conduct policies, ensuring alignment with international standards (e.g., Core Humanitarian Standard, UN CRC).
  • Promptly report safeguarding concerns or violations through designated channels, maintain confidentiality, and participate in mandatory safeguarding training to uphold a safe, inclusive environment for all stakeholders
  • Perform other relevant duties as assigned by the Direct Supervisor.

QUALIFICATIONS AND SKILLS

  • Bachelor's Degree in health & nutrition or equivalent (nursing, midwifery, and other Medical qualifications desirable) from any recognized institution.
  • Demonstrated experience in health/nutrition programming with at least 3 years of experience in health/nutrition or related field, preferably in humanitarian NGOs.
  • English and Arabic languages (writing and speaking) are required.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and data management tools.
  • Familiarity with humanitarian donors' approaches, policies, and regulations is highly desirable. 
  • Sound knowledge of community and health service-based FP programming in Yemen. 
  • Experience providing technical assistance, coaching, and mentoring health care providers and others in the team and beyond. 
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in a team. 
  • Creative problem-solving skills with the ability to work effectively in a resource-constrained environment are highly preferred. 
  • Having experience with ADRA is preferable and adds value
