PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.
Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. SI implements a zero-tolerance policy regarding acts of SEAH.

DESCRIPTION OF THE POSITION
The Security and Liaison Supervisor assists the Country Director (CD) in security management of the Coordination office and the area of operations that are under responsibility and operation of the base.
He/she supports active field security management.
The Security and Liaison Supervisor develops and maintains security networks and good working relations with the local actors, administrative bodies, and all other relevant stakeholders.
List of Main Responsibilities:
Safety and Security
- Oversee the implementation of SI security policies and procedures.
- Carry out daily security checks for the clearance of team departures out into the field, following the validated movement plan. Any change to the plan has to be validated by CD.
- Monitor and analyse the safety and security context in the areas of responsibility/operations
- Alert the CD of any accident in or near SI’s area of responsibility and update the Security Events Follow Up
- Attend local external security related meetings with or on behalf of the CD and conduct the roving NGO security meeting on behalf of SI
- Conducting safety and security trainings for staff when required
- In close cooperation with the CD, review and make recommendations on safety and security policy and practice based on the context
- Take part in security assessments in working areas and new areas, in developing a network of contacts, with the support of CD
- Participate in the security and contextual briefing of new staff arrivals at the mission
- Directly inform CD for any security communication, keeping his/her line manager in the loop
Liaison and Networking
- Establish and maintain informal relations and an updated list of security contacts in area of responsibility and operations for the collection of information related to safety and security.
- Facilitate coordination and dialogue with local authorities, NGOs and other stakeholders, and arrange meetings with them as requested by the CD.
- Meet with representatives from security bodies as often as needed (with or on behalf of the CD) as well as, when requested by the CD, with local authorities or other stakeholders
Coordination and Communication
- Establish and maintain an updated contact list of all stakeholders in the governorate
- Compile the weekly security report and send it to CD on the agreed deadline
- Participate to the base meeting and contribute to the security section in the base, participate to the Safety and Security Committee and in the base security meetings.
- Coordinate the security weekly meeting in CD absence
- Support tracking for expat staff in Aden outside working hours
The list of tasks above mentioned is not exhaustive; the Country Director may add tasks according to the evolution of the mission.
ORGANIZATIONAL CHART POSITION
JOB POSITION IN ORGANIGRAM (hierarchical and functional relations)
Under the hierarchical authority of: Country Director.
Profile required
- Bachelor’s degree in law, security or related fields.
- At least 3 years’ experience in security and/or liaison.
- Experience in security monitoring, reporting and analysis
- Experience in working with local authorities and security stakeholders.
- Strong analytical skills in security and liaison.
- Proactive, organized, and able to effectively solve problems
- Familiarity with security related tools and software.
