ABOUT FMF:

The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

PROJECT OVERVIEW: 

FMF, with UNHCR support, implements an integrated protection and shelter project for IDPs and returnees across targeted sites. The project provides legal assistance through the IMT, supporting access to civil documentation and delivering awareness, counseling, mediation, and representation. GBV prevention, risk mitigation, and response are strengthened, while child protection is addressed through recreational activities, early identification, and referrals by trained CBPNs. The project also delivers PSS support via community networks, with referrals to specialized providers. Additionally, Quick Impact Projects (QIPs) promote social cohesion, while protection monitoring identifies risks and gaps. Shelter interventions, including house rehabilitation and maintenance, further enhance IDPs’ living conditions.

POSITION SUMMARY:

The Senior Project Officer supports the Project Manager in the effective implementation of humanitarian interventions targeting IDPs and conflict-affected populations, with a specific focus on protection and shelter activities. The role ensures the delivery of protection services—including monitoring, case referrals, incident reporting, GBV and child protection support, and community engagement—while safeguarding humanitarian principles and standards. In parallel, the Senior Project Officer oversees the implementation of shelter interventions, including house rehabilitation and maintenance, ensuring quality, timeliness, and accountability. Working closely with field teams, the position provides technical guidance, mentorship, and oversight to guarantee that both protection and shelter activities address the urgent needs of IDPs. Additionally, the Senior Project Officer contributes to data analysis, reporting, and advocacy, highlighting key protection risks, shelter gaps, and durable solutions to inform evidence-based programming and strengthen humanitarian response.

POSITION DESCRIPTION/ KEY RESPONSIBILITIES:

  • Assist the Project Manager in coordinating the IDPs Protection and Shelter Project, ensuring activities are delivered in line with proposals, donor agreements, FMF policies, and technical standards.
  • Ensure adequate resource availability and allocation for smooth and timely implementation of both protection and shelter activities within the approved budget and scope.
  • Contribute to risk management by identifying potential challenges in protection and shelter interventions, developing contingency plans, and ensuring staff remain motivated and productive.
  • Provide oversight and technical guidance to Project Officers and Assistants, ensuring field-level protection activities address IDPs’ risks effectively, and shelter interventions meet quality and safety standards.
  • Support the technical management and delivery of protection services—including monitoring, referrals, GBV and child protection activities, and community engagement—while also ensuring effective implementation of shelter rehabilitation and maintenance works.
  • Regularly review project data with reporting staff to ensure accuracy in protection assessments, incident reporting, shelter progress tracking, and analysis of key trends for evidence-based programming and donor reporting.
  • Assist in reviewing and finalizing both protection and shelter reports to strengthen advocacy, highlight gaps, and support evidence-based referrals for IDPs and conflict-affected communities.
  • Undertake regular field visits to IDP sites to monitor both protection and shelter activities, provide technical support, assess progress, and gather feedback from affected communities.
  • Liaise with logistics and finance teams to ensure resources for activities are available when needed, and maintain accurate records of administrative and support processes.
  • Attend cluster, conferences, and training as required to maintain proficiency.
  • Perform any other tasks as assigned by the Project Manager.

POSITION REQUIREMENTS 

  • A high school degree or any other relevant subject or any related field.
  • Minimum of 2-3 years of experience in designing, implementing, and managing Protection and shelter projects for IDPs.
  • Sound Budget management experience
  • Excellent communication skills
  • Native Arabic and Excellent written and spoken English skills
  • Strong influencing skills and experience in advocacy
  • Knowledge of the area of responsibility and understanding of local communities and customary rules.
  • Prior experience in working and/or coordinating with other humanitarian organizations.
  • Flexible and able to work under pressure
  • Demonstrable experience in Monitoring and Evaluation and beneficiary accountability.
  • Experience in supervising field staff in challenging situations, carrying out professional team management, and providing capacity-building and training, including a supportive working style.
  • Strong knowledge and skills of computers and prior experience working with smart data collection tools such as Kobo, and respect confidentiality of data and information.
  • Ability to deal with heavy work pressure.
