ABOUT FMF:

The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

PROJECT OVERVIEW: 

FMF, with UNHCR support, is implementing an integrated project covering Assisted Spontaneous Return (ASR), Shelter, and Protection for refugees, asylum seekers, and IDPs across Aden, Al-Hudaidah, and Hadramout. The project delivers a full case management package for survivors of SGBV, children at risk, and persons with specific needs, including identification, counseling, legal aid, cash support, and referrals. Special provisions are made for unaccompanied and separated children through alternative care models. Community engagement is central, with capacity building for local NGOs, youth groups, and refugee committees, alongside the operation of three community centers (two in Basateen and one in Al-Mukalla). Activities also include registration and documentation support, ASR in Basateen and Mukalla, and protection monitoring in Aden, Al-Hudaidah, and Hadramout, with legal aid and detention monitoring extended across southern governorates. Additionally, shelter interventions—including house rehabilitation and maintenance—are implemented in Al-Hudaidah to improve living conditions for vulnerable families.

POSITION SUMMARY:

Under the supervision of the Protection Team Leader, the Project Manager is responsible for leading the full project cycle, including planning, implementation, monitoring, reporting, and evaluation of humanitarian interventions with a strong expertise in the Protection and shelter for IDPs and Refugees. The role ensures timely, accountable, and high-quality delivery of activities for IDPs and Refugees. The Project Manager oversees budget management in accordance with FMF’s financial procedures and donor requirements, ensures proper coordination with logistics and support functions, and leads the project team with a focus on capacity building and performance management. The position requires demonstrated experience in Protection and shelter programming, ensuring that protection and gender considerations are fully mainstreamed across all components of the project, while maintaining effective coordination with stakeholders, including local authorities, partners, and relevant clusters.

POSITION DESCRIPTION/ KEY RESPONSIBILITIES:

1.    Project Management & Implementation

  • Lead the overall management of the project cycle, including planning, execution, monitoring, and closure, in alignment with the approved proposal, donor agreements, and FMF’s operational standards.
  • Ensure regular and monthly update of the FMF’s designed Project Management Tool (PMT) ensure timely, high-quality delivery of activities against set targets and indicators.
  • Oversee field-level project activities and ensure compliance with technical standards, humanitarian principles, and sector-specific guidelines (e.g., Sphere Standards)
  • Facilitate project start-up, mid-term reviews, and closure processes, ensuring thorough documentation and stakeholder engagement throughout the cycle.
  • Coordinate closely with internal departments to ensure cross-functional support and smooth project delivery.
  • Ensure protection programming for IDPs is effectively integrated into project activities, addressing displacement-related risks, access to services, and community resilience.
  • Lead the design and implementation of protection interventions tailored to Refugees, ensuring alignment with international protection standards, durable solutions, and advocacy for rights and inclusion.

2.    Finance and Procurement Management 

  • Oversee project budget management, ensuring spending is within approved limits, aligned with FMF’s financial policies and donor guidelines.
  • Participate in the development of financial forecasts, budget revisions, and procurement plans.
  • Review and approve financial requests and transactions within delegated authority, ensuring appropriate supporting documentation.
  • Monitor project expenditures and variances, flagging anomalies or risks to finance and program leadership for corrective action.
  • Coordinate with the logistics and procurement teams to ensure timely and compliant acquisition of goods and services as per the procurement plan.

3.    Audit and Compliance

  • Ensure full compliance with internal policies and donor regulations throughout the project cycle.
  • Maintain organized and audit-ready records, including means of verification, procurement documentation, and financial justifications.
  • Support internal and external audits by providing required documentation and facilitating access to relevant teams and sites.
  • Address and close audit findings related to project implementation in a timely and accountable manner.
  • Promote a culture of transparency, accountability, and compliance within the project team.

4.    Human Resources Management

  • Supervise project staff in accordance with FMF’s HR policies, including recruitment support, onboarding, performance evaluations, and professional development.
  • Ensure clear task delegation, performance management, and adherence to FMF’s code of conduct, safeguarding standards, and disciplinary procedures.
  • Monitor staff wellbeing, resolve interpersonal issues, and maintain a positive working environment, especially in high-pressure settings.
  • Coordinate with HR for contract management, leave planning, and workforce planning in alignment with project needs.

5.    Monitoring, Evaluation, Accountability and Learning 

  • Collaborate with the MEAL department to develop project-level M&E plans, tools, and reporting frameworks.
  • Ensure accurate and timely collection of data on project indicators, validate field data, and analyze progress against targets.
  • Promote accountability by facilitating community feedback mechanisms and ensuring follow-up on complaints or feedback.
  • Integrate learning into project planning and decision-making processes and contribute to after-action reviews and learning products.

6.    Grant Management and Reporting

  • Ensure project implementation is aligned with donor contracts, reporting timelines, and compliance requirements.
  • Prepare high-quality narrative reports (weekly, monthly, quarterly, final), based on donor and FMF requirement and contribute to financial reporting in coordination with the Grants and Finance teams.
  • Maintain updated documentation and version control of project files, proposals, budgets, and modifications through FMF archiving platform.
  • Support proposal development and grant amendment in collaboration with the Grants unit.

7.    Security & Access Management

  • Monitor the security context in the areas of operation with direct communication and coordination with FMF security officer and senior management and ensure that project activities are implemented in accordance with FMF’s security protocols.
  • Coordinate with the security department to assess access risks and develop mitigation strategies for field activities.
  • Ensure staff are briefed and adhere to security procedures, including incident reporting and emergency protocols.
  • Support contingency planning and business continuity measures during periods of heightened insecurity.

8.    Communications &Media

  • Provide regular updates, success stories, and field highlights to the Communications Department for donor visibility and external engagement.
  • Support the development of human-interest stories, case studies, and visual materials (photos/videos), ensuring informed consent and ethical representation.
  • Coordinate field visits for communications or media teams and ensure alignment with FMF branding and visibility guidelines.
  • Contribute to donor communications products, factsheets, and programmatic briefs in coordination with the relevant departments.

9.    Coordination & Representation

  • Represent FMF in relevant external coordination platforms, including sector clusters, working groups, and coordination meetings with INGOs, NNGOs, and local authorities.
  • Foster and maintain effective working relationships with partners, stakeholders, and community leaders in the project area.
  • Ensure clear and consistent communication and collaboration with internal departments and external actors to facilitate smooth project implementation.

POSITION REQUIREMENTS 

  • Bachelor’s degree in a relevant field such as social sciences, development studies, management, or any related discipline, complemented by strong project management, multi-sector programs and leadership skills.
  • Minimum of 2-3 years of experience in designing, implementing, and managing Protection projects for IDPs and Refugees
  • Sound Budget management experience
  • Excellent communication skills
  • Native Arabic and Excellent written and spoken English skills
  • Strong influencing skills and experience in advocacy
  • Flexible and able to work under pressure
  • Demonstrable experience in Monitoring and Evaluation and beneficiary accountability.
  • Analytical skills and strategic thinking including experience in proposal developing written for different sectors.
  • Experience in supervising field staff in challenging situations, carrying out professional team management, and providing capacity-building and training, including a supportive working style.
  • Strong knowledge and skills of computers and prior experience working with smart data collection tools such as Kobo, and respect confidentiality of data and information.
  • Ability to deal with heavy work pressure.
