ADO Overview

Abs Development Organization for woman and Child (ADO) is a well-established national, humanitarian, developmental, non-profit and non-governmental organization, founded in August 1996 by a group of Yemeni girls to provide a better life for women, children, and youths. ADO has been operating in Yemen for more than 27 years with an outstanding coverage to the deprived rural areas located on the coast of Tehama and other various areas in Yemen aiming to get rid of poverty and infectious diseases. Since its inception, ADO has implemented over 213 developmental and humanitarian projects. According to ADO latest cumulative statistics, by end of the year 2021, a total of 6,695,412 people were benefited from these interventions. Consequently, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related to livelihood, health, education, and WASH supporting women, children, and youth. Operating from its Headquarter office in Sana’a, and through its branch offices in Al-Hodeidah, Hajjah, Abs, Raymah Taiz and Aden, ADO provides educational, health, livelihood and WASH services to urban and rural communities. As ADO believes that women are the essence of life, it has devoted all its activities and programs to empower and educate women who will lead to a modern and just state. ADO also believes that protecting and caring for children will result in a prosperous future; free from crime and terrorism. Furthermore, ADO believes that youth are the potential and driving force of any modern civil society.

Job objectives/ Scope: This Consultancy service aims to conduct technical assessment for Almokha fishing land site under short-term service contract. the assessment work would cover engineering assessment for rehabilitation and construction works and BoQ for Solar system of Cooling refrigerators at fishing land site.

Final Report should be match with instructions and guiding in ToR which attached to this advertisement.

Approach and Methodology: The Technical Assessment for the Al-Mokha Fish Landing Site shall adopt a multi-dimensional, participatory, and needs-oriented approach to ensure that the proposed rehabilitation is technically sound, socially inclusive, and locally anchored. The consultant is expected to employ the following methodology: 

1.1    Methodological Framework: Participatory Planning

The assessment must be developed in close coordination with local actors to ensure acceptance and personal responsibility. 

  • Stakeholder Consultations: Facilitate a consultative workshop with the established local interest group, including representatives from the fisheries cooperative, fisheries authority, women's groups, and small-scale fishers (including those from Al-Hudaydah). 
  • Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs): Conduct targeted discussions to analyze specific requirements, such as expected daily utilization, cooling needs, and seasonal fluctuations in use. 
  • Gender-Equitable Moderation: Utilize inclusive facilitation techniques to ensure that the perspectives of women and marginalized groups are actively captured and integrated into the technical design. 

1.2    Technical Audit and Field Techniques

The consultant shall perform a rigorous physical "stocktaking" of the existing infrastructure and hygienic conditions: 

  • Physical Inspection: Direct site observation and measurement of the landing site, including unloading halls, administrative offices, and sanitation facilities. The consultant shall assess:
    • Landing and unloading areas 
    • Existing buildings and structural conditions 
    • Fish handling and processing spaces 
    • Storage facilities 
    • Administrative offices 
    • Water supply systems 
    • Drainage and wastewater networks 
    • Sanitation facilities 
    • Electrical infrastructure 
    • Safety risks 
    • Accessibility for women and persons with disabilities 
    • Space availability for cooling system installation 
  • The physical assessment will also cover the access road connecting the landing site to the main market routes, including road conditions, transportation constraints, drainage issues, and required rehabilitation measures.
  • Utility and Logistics Assessment: Diagnostic testing of the current water and wastewater networks to identify leaks and required remediation. Evaluation of the 825m access road for transport feasibility. 
  • Engineering Surveys: Conduct topographic mapping, bathymetric measurements for boat access, and geotechnical soil investigations at sites designated for the heavy solar-power cooling infrastructure. 

1.3    Data Analysis and Design Validation

  • Needs-Based Modeling: Translate qualitative data from stakeholders into technical requirements for the 9-ton solar-powered cooling system and inclusive port facilities. 
  • BoQ and DED Development: Preparation of professional Bills of Quantities (BoQs) and detailed construction drawings based on local market rates and saltwater-resistant material standards. 
  • Validation Workshop: Present the draft technical concept and remediation measures to all relevant stakeholders in a validation workshop to achieve consensus and local anchoring before finalizing the dossier.

Experience and Qualifications    

To fulfill the multidimensional scope of this assessment, the consultant or consulting firm must provide a multidisciplinary team with the following expertise:
The assessment requires a multidisciplinary team with specific expertise in: 

  • Civil/Materials Engineering: Focused on coastal infrastructure and corrosion-resistant materials. 
  • Fisheries Specialist: Focused on hygienic fish handling and operational flow. 
  • WASH/Drainage Engineering: Focused on rapid drainage and flood risk screening. 
  • Solar/Electrical Engineering: Focused on cooling feasibility and PV capacity. 
  • Project Management/Facilitator: To lead stakeholder validation and Operations and Maintenance development. 
  • Social and Institutional Expert: Responsible for Stakeholder engagement, Gender and inclusion analysis, Community consultation, and social risks assessment.
  • Fisheries Value Chain Specialist: Responsible for Fisheries market analysis, Fish handling practices, post-catch loss assessment, and Cooperative operational needs.
  • Environmental Specialist: Responsible for Environmental risks, Waste management, and Coastal sustainability.

1.    Technical Proposal: A detailed methodology for the assessment, including a work plan and resumes of the multidisciplinary team.
2.    Financial Proposal: An itemized budget for the assignment.
3.    Mandatory Declarations: Submission of a signed Supplier Declaration and PSEA Declaration is required for the application to be considered.
4.    Proof of Expertise: Documentation of previous experience in designing coastal infrastructure or solar-powered systems in Yemen.
The final application process, submission procedures, procurement requirements, and evaluation criteria will be reviewed and validated by ADO Logistics/Procurement Department in coordination with WHH before publication.
