الموضوع: تقديم مقترح وعرض سعر خاص بتطوير أو تركيب أو انشاء نظام الكتروني لإدارة موارد المؤسسة - ERP System، 

الشركات المؤهلة والمهتمة لتقديم المقترح وعرض السعر يشمل الوثائق القانونية و العرض الفني والعرض المالي الى العنوان ادناه:

قبل الثالثة عصرا - 14 اغسطس 2024م 

للمهتمين والراغبين في التقديم , يجب أن تسلم العطاءات موقعة ومختومة في مظروف مغلق ومختوم بالشمع الأحمر ويجب أن تحتوي العطاءات على التالي: 

المظروف القانوني يجب ان يحتوي على الملفات ادناه :

• صورة من رخصة مزاولة المهنة ساري المفعول.
• صورة من البطاقة الضريبية سارية المفعول.
• صورة من السجل التجاري ساري المفعول.
• صورة من البطاقة الزكوية ساري المفعول.
• صورة من البطاقة التأمينية ساري المفعول. 

يجب ان يحتوي مظروف العرض الفني على التالي :

• ملف تعريفي عن مزود الخدمة يوضح خدماته وخبراته. 
• ارفاق اي وثائق توضح خبرات ذات الصلة في القيام بأعمال مماثلة وعمل مع منظمات او جهات أخرى في نفس المجال.
• رسالة تغطية ويجب أن يكون عرض السعر ساري المفعول لمدة سنة.
• خطة عمل تشمل المراحل والفترة الزمنية لكل مرحلة من البداية الى النهاية لتزويد المؤسسة بالنظام. 
• العرض والوصف الفني التفصيلي للنظام مع التركيز على أن يشمل توضيح التالي: 
  • المواصفات الفنية والمزايا للنظام الالكتروني لإدارة موارد المؤسسة - ERP System.  
  • الادارات التي يغطي النظام عملها ( المالية - المشتريات - الموارد - البرامج-...الخ) والعمليات التي سيغطيها. 
  • توضيح ما إذا كان النظام معد مسبقا او يتم تطويره حسب متطلبات المؤسسة او سيتم انشاءه.
  • توضيح ما إذا كانت طبيعة النظام قابل للتعديل والاضافة مستقبلا أم غير قابل للتعديل او الاضافة عليه.
  • توضيح اليات عمل النظام ونظام المستخدمين والشروط والاحكام العامة ان وجدت.
  • توضيح نوعية النظام في العمل عبر سيرفر محلي او اونلاين. 
  • توضيح أي بنية تحتية الكترونية يحتاج اليها النظام من اجل العمل. 
  • مزايا مزود الخدمة في القدرة على تطوير ومعالجة اي خلل مستقبلي في النظام. 
  • توضيح اي متطلبات مستقبلية يجب مراعاتها عند تشغيل النظام.
  • أي مزايا أو خدمات يتم تقديمها من مزود الخدمة ما بعد البيع.
  • اي تفاصيل اخرى هامة من مزود الخدمة.

المظروف المالي يجب ان يحتوي على: 

• يجب ان يكون العطاء المالي تفصيلي بحيث يوضح المراحل وتكلفة كل مرحلة مع وضع قيمة العرض الاجمالي رقما وكتابة. 
• يجب ان يكون العطاء بالدولار.
• في حال وجود أي استفسارات أو ملاحظات الرجاء إرسالها عبر الايميل ( Procurment@asfyemen.org )  او الاتصال على الرقم 780553827   وذلك إلى يوم الخميس الموافق 08-08-2024 وسيتم موافاتكم بالردود وأي استفسار يرسل بعد هذا التاريخ لن يتم الرد عليه.
• أخر موعد لتقديم العطاءات في مظاريف مغلقة الى المكتب – عدن يوم الاربعاء الموافق 14/08/2024 في موعد أقصاه الساعة 3  عصراً إلى مكتب المؤسسة في عدن كما هو موضح أعلاه وأي عطاء يقدم بعد الوقت المحدد لن يتم استلامه.
• تحتفظ مؤسسة افاق شبابية بحقها بقبول أو رفض جزء أو كل العطاءات دون إبداء الأسباب ,علما أن المؤسسة غير ملزمة بالترسية على أقل العطاءات.
• يخضع هذا الاعلان لأحكام واجراءات المشتريات الخاصة بمؤسسة افاق شبابية. 
• يعتبر العطاء ملغي في حالة مخالفة أي من الشروط الموضحه في هذا الاعلان.

Call for Proposal - Electronic System for Enterprise Management - ERP System

Ref: RFP/ ERP System/ASF/14/2024/July 2024

Subject: Submitting a proposal and a price offer for developing, installing or establishing an electronic system for managing the enterprise resources - ERP System,

Companies qualified and interested to submit the proposal and price offer including legal documents, technical offer and financial offer to the address below:

For those interested and wishing to submit, bids must be delivered signed and sealed in a sealed envelope sealed with red wax and must contain the following:

The legal envelope must contain the following files:

• A copy of the profession license Valid.
• A copy of a valid tax card.
• A copy of a valid commercial register.
• A copy of a valid zakat card.
• A copy of a valid insurance card.

The technical offer envelope must contain the following:

• A profile of the service provider explaining his services and experiences.
• Attaching any documents that show relevant experiences in performing similar work and working with other organizations or entities in the same field.
• A cover letter and the price offer must be valid for one year.
• A work plan that includes the stages and time period for each stage from start to finish to provide the institution with the system.
• The detailed technical offer and description of the system, focusing on including the following:
  • The technical specifications and advantages of the electronic system for managing the institution's resources - ERP System.
  • The departments whose work the system covers (finance - purchasing - resources - programs - ... etc.) and the operations it will cover.
  • Clarification of whether the system is pre-prepared or is being developed according to the institution's requirements or will be created.
  • Clarify whether the nature of the system is subject to modification and addition in the future or not subject to modification or addition.
  • Clarify the mechanisms of the system's operation, the user system, and the general terms and conditions, if any.
  • Clarify the type of system in working via a local or online server.
  • Clarify any electronic infrastructure that the system needs in order to work.
  • Advantages of the service provider in the ability to develop and address any future defect in the system.
  • Clarify any future requirements that must be taken into account when operating the system.
  • Any advantages or services provided by the after-sales service provider.
  • Any other important details from the service provider.

The financial envelope must contain:

• The financial bid must be detailed so that it clarifies the stages and the cost of each stage, with the total bid value in numbers and writing.
• The bid must be in dollars.
• In case of any inquiries or comments, please send them via email (Procurment@asfyemen.org) or call 780553827 until Thursday 08-08-2024 and you will be provided with responses. Any inquiry sent after this date will not be answered.
• The last date for submitting bids in sealed envelopes to the office - Aden is Wednesday 08/14/2024 at 3 pm to the Foundation's office in Aden as shown above. Any bid submitted after the specified time will not be received.
• Afaq Shababia Foundation reserves the right to accept or reject part or all of the bids without giving reasons, noting that the Foundation is not obligated to award the lowest bid.
• This announcement is subject to the provisions and procedures of Afaq Shababia Foundation procurement.
• The bid is considered void in the event of violating any of the conditions stated in this announcement.
