مؤسسة تمدين شباب TYF 

مؤسسة غير ربحية، تأسست في25مايو عام 2013 م، بترخيص رقم (312) من وزارة الشؤون الاجتماعية والعمل في اليمن. تقدم برامج التنمية المجتمعية والتوعية المدنية وبناء القدرات، وتنفذ تدخلات إيجابية في حالات الطوارئ، كما تتمتع بشراكات إستراتيجية مع العديد من المنظمات الدولية والإقليمية والمحلية.

تقديم العطاءات:

يجب تسليم العطاءات إلى مكتب مؤسسة تمدين شباب الكائن في عدن – خور مكسر، حي أكتوبر، خلف ثانوية عبد الباري للبنات، بجوار الجامعة اللبنانية، قسم المشتريات، في موعد أقصاه يوم الاربعاء الموافق 7 اكتوبر 2026، وقبل الساعة 11:30 صباحاً بتوقيت اليمن.

سيتم النظر فقط في العطاءات المقدمة قبل موعد الاغلاق

جلسة فتح العطاءات 

ستُعقَد جلسة فتح العطاءات يوم الاربعاء الموافق 7 اكتوبر 2026 الساعة الثانية عشرة (12:00) ظهراً في مكتب مؤسسة تمدين شباب في نفس العنوان أعلاه، ولن يسمح لصاحب العطاء او مندوبه حضور جلسة فتح المظاريف الا بموجب مذكرة رسمية باسم الشخص المخول له بالحضور. 

يجب تسليم العطاءات مُغلَّقة بالشمع الأحمر ومختومة، مع ذكر التفاصيل التالية على المظروف المغلق: 

• رقم المناقصة:  FWA-TYF-010-2026
• اسم المناقصة: اتفاقية إطارية سنوية لتقديم خدمة تحويلات مساعدات نقدية للمستفيدين في محافظة الضالع.
• اسم المتقدم للعطاء.

التعليمات الخاصة بالمناقصة مرفقة بأوراق المناقصة ويجب الاطلاع عليها مسبقا قبل البدء بتحرير العطاء.
الشروط والمتطلبات:

• يُشترط لقبول العطاءات أن تكون مقدمة من البنوك فقط، ولا يُنظر في أي عطاءات صادرة عن محلات أو شركات صرافة أو أي جهة غير مصرفية.
• يجب تقديم عطائكم باستخدام النماذج المرفقة، سيتم استبعاد العطاءات غير المطابقة للنماذج المرفقة.
• يجب أن تحتوي كافة المستندات والنماذج في العطاء المقدم للمناقصة على ختم المورد، سيتم استبعاد العطاءات غير المختومة بختم المورد.
• يجب تعبئة كافة المرفقات بالبيانات المطلوبة، وسيتم استبعاد أي عطاء لا يلتزم بذلك.
• يجب ان يتم تحديد عمولة التسليم بعملة الدولار الأمريكي وسيتم رفض أي عطاء مخالف.
• يشترط أن تكون صلاحية العرض لا تقل عن شهر واحد اعتباراً من تاريخ فتح المظاريف. 
• لن تكون مؤسسة تمدين شباب مسؤولة عن أي تكاليف او نفقات دفعها المتقدمين للمناقصة الخاصة بإعداد وتقديم عروضهم لمؤسسة تمدين شباب.

معايير الأهلية القانونية(إلزامية): 

1.    يجب تقديم سجل تجاري ساري المفعول 
2.    يجب تقديم بطاقة ضريبية سارية المفعول 
3.    يجب تقديم ترخيص مزاولة مهنة ساري المفعول صادر من البنك المركزي اليمني-عدن.
4.    يجب تقديم خطاب ضمان بنكي ابتدائي غير قابل للإلغاء وغير مشروط، أو شيك مقبول الدفع بمبلغ تسعة ألف دولار امريكي، على أن يكون ساري المفعول لمدة (90) يوم من تاريخ فتح المظاريف.
5.    عدم ادراج المورد في قوائم العقوبات / عدم الاهلية الخاصة بالأمم المتحدة والأمين العام للأمم المتحدة والبنك الدولي.

سيتم استبعاد مقدمي العروض الذين لا يقدمون هذه المستندات من أي تقييم فني أو مالي.

• - جميع الشروط والمتطلبات الأخرى الواردة في وثيقة المناقصة.
• - مؤسسة تمدين شباب لها الحق بقبول او رفض اي او كل عروض الاسعار والمقترحات وفقاً لتقديراتها وليست ملزمة بإرساء العطاء على اي متقدم.

Tender Description:

Tamdeen Youth Foundation seeks to establish Annual Framework Agreement for the Provision of Cash Transfer Services to Beneficiaries in Al-Dhalea Governorate.

Tamdeen Youth Foundation is a non-profit organization established on May 25, 2013, licensed under No. 312 by the Ministry of Social Affairs and Labor in Yemen. The Foundation provides community development, civic education, and capacity-building programs. It implements effective emergency interventions and maintains strategic partnerships with numerous international, regional, and local organizations.

Submission of bids:

 Bids must be submitted to Tamdeen Youth Foundation office located in Khormaksar, October Neighborhood, behind Abdulbari Girls' Secondary School, next to Lebanese University, Aden, Yemen, Procurement Department, no later than Wednesday, 7 October 2026, at 11:30 AM (Yemen Time).

Only tenders submitted in prescribed form and deadlines will be considered.

Bid Opening Session

The bid opening session will be held on Wednesday, 7 October 2026, at 12:00 PM (noon) at the office of Tamdeen Youth Foundation at the above-mentioned address. The bidder or their representative will only be allowed to attend the bid opening session upon presenting an official letter authorizing the designated person to attend.

All bids must be submitted in sealed envelopes with a red wax and stamped, with the following details written on the sealed envelope:

• Tender No.: FWA-TYF-010-2026
• Tender Name: Annual Framework Agreement for the Provision of Cash Transfer Services to Beneficiaries in Al-Dhalea Governorate.

The bidder’s name:

The general instructions of the tender are attached with the tender package and it should be read before initiating the offer.

Terms and requirements: 

• Bids shall be accepted only if submitted by banks. Any bids submitted by exchange shops, exchange companies, or any non-banking entities will not be considered.
• The bid must be submitted using the attached forms and annexes, bids that do not match the attached form will be disqualified.
• All Bid forms and documents related to this tender must be stamped by the supplier, any bid that does not comply with this will be excluded.
• All documents must be filled in with the required data, and any bidder who does not comply with this will be excluded.
• The delivery commission must be specified in U.S. Dollars, and any bid that does not comply will be rejected.
• The offer must be valid for a period of at least one month from the date of bid opening.
• TYF will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and submission of their bids to TYF.

Legal eligibility criteria (Mandatory):

1.    Must provide Valid Business Registration card. 
2.    Must provide Valid Tax card.
3.    Must Provide a valid license to practice the profession issued from the Central Bank of Yemen-Aden.
4.    An initial, unconditional, and irrevocable bank guarantee or a certified check in the amount of USD 9,000$ (Nine Thousand US Dollars) must be submitted, and it shall remain valid for 90 days from the date of bid opening.
5.    Vendor’s Non-inclusion into the UN, UNSG and WB Sanctions/ineligibility lists.

Offerors who do not submit these documents will be disqualified from any technical or financial evaluation.
