I.  BACKGROUND:

CARE has been present in Yemen since 1992, delivering broad-scale, sustained impact on poverty reduction and social justice for vulnerable households affected by conflict, displacement, and natural disasters. Our programming prioritizes safe access to humanitarian assistance, basic services, and livelihoods support, with women and girls at the center—while constructively engaging men and boys as allies for change. 
CARE currently has operational presence in 7 Governorates (Taiz, Aden, Al-Dhale, Abyan, Lahj, Hadhramout, and Maarib) either through direct implementation or through partners, providing emergency assistance and increasing people’s ability to cope with crises and preparedness.  CARE’s programming focuses on integrated programming that includes sectors such as food security and livelihoods, agriculture, WASH, education, health & nutrition, protection, governance and economic empowerment. 
CARE has a long history of working with local implementing partners (Local NGOs and Community-based Organizations) since 1998 in different sectors and has been giving due emphasis to share and build the capacity of local implementing partners.
CARE aims to work with others to maximize the impact of its programs, build alliances and partnerships with those who offer complementary approaches, can adopt effective programming approaches on a larger scale, and have the responsibility to fulfill rights and reduce poverty through policy change and enforcement. CARE Yemen works with Yemeni NGOs, CSOs, and Community-Based Organizations (CBOs)/ Women Lead Organization and Women Right Organizations (WLO&WROs) that can provide localized, multi-sector expertise and reach, ensure relevance and open the door for sustainable action.
CARE continues to strengthen its strategy on community led approach, cooperate with local humanitarian and development entities to enhance humanitarian and development outcomes. We believe in programmes that are designed, owned, and led by local partners to create responses that drive lasting impact from the very beginning, to ensure wider geographic outreach. As part continuous update of its mapping of local implementing partners, CARE Yemen would like to invite all interested and eligible LNGOs/CBOs to apply and be registered into CARE’s database of partners so that they can be considered for future programming.

II.  PURPOSE OF THE ADVERT:

The purpose of this advertisement and registration exercise is to establish and maintain a comprehensive and up to date database of active, competent, reputable, and experienced Local NGOs (LNGOs) and Community Based Organizations (CBOs) that have an interest in partnering with CARE in future programming.
By voluntarily completing the online registration form, CARE will be enabled to better understand who is doing what and where, including sectoral expertise, geographic coverage, organizational capacity, and thematic interests. This information will strengthen CARE’s ability to identify suitable local partners for future projects, consortiums, emergency responses, and capacity strengthening opportunities.
Registration in the database does not guarantee partnership or funding, but it increases the visibility of organizations to CARE program teams and supports a more transparent, efficient, and inclusive partner identification process. 
The database will be managed and used solely by CARE for programmatic planning, partnership development, due diligence preparation, and coordination purposes. Access will be restricted to authorized CARE staff only. All information collected will be handled in accordance with CARE’s internal data protection and confidentiality policies, and applicable data protection principles, including responsible data use, privacy, and secure storage.
CARE will retain the information for as long as it remains relevant for partnership planning and organizational mapping, with periodic reviews to ensure accuracy and relevance. Organizations may request updates or removal of their data at any time by contacting CARE.

III. MINIMUM REQUIREMENTS FOR APPLICATION:

The following are the criteria/requirements for application to be considered for registration in CARE’s database of partners:

a.    The organization must be a registered organization at MoSAL with a renewed work permit;
b.    It should have a permanent office location(s) and basic office furniture and computers;
c.    It should have financial, procurement, human resources, and administration policies and systems in-place;
d.    The LNGO/CBO needs to have adequate experience in development and humanitarian programming;
e.    The organization should have the required technical staffs and volunteers (both males and females);
f.    The organization should have perioding and progress reports.

3.    Next Steps:

When new funding opportunities arise, CARE will use the partner mapping database to identify potential local partners by applying objective filters such as sectoral expertise, geographic presence, organizational capacity, and date of registration, in line with the specific requirements and eligibility criteria of each donor call for proposals.
Based on this initial screening, CARE will shortlist organizations that best meet the criteria and formally invite them to participate in the next stage of the process, which may include submitting an expression of interest, concept note, or full proposal. Only shortlisted organizations will be contacted for specific opportunities.

This approach enables CARE to ensure a transparent, efficient, and needs based partner selection process, while maximizing alignment between donor requirements, program objectives, and local partner strengths.

منظمة كير هي منظمة دولية غير حكومية دولية تعمل في اليمن منذ عام 1992م، و تنفذ برامج واسعة الأثر في الحد من الفقر،  وتعزيز العدالة الاجتماعية للأسر الأكثر ضعفاً والمتأثرة بالنزاع والنزوح والكوارث الطبيعية. تولي منظمة كير الأولوية الوصول الآمن للمساعدات الأنسانية و الخدمات الأساسية و دعم سبل العيش الأولوية، مع وضع النساء و الفتيات في صميم هذه الجهود مع أشراك الرجال و الفتيان بشكل بناء بإعتبارهم حلفاء التغيير.

لدى منظمة كير خبرة في العمل في المحافظات التالية: (عدن ، الضالع ، أبين ، لحج، و تعز و حضرموت و مأرب) سواء من خلال التنفيذ المباشر أو بالتنفيذ مع الشركاء.، حيث تقدم المساعدة في حالات الطوارئ وتعمل على تعزيز قدرة المجتمعات على التكيف مع الأزمات والتأهب لمواجهتها. وتركز برامج منظمة كير على نهج البرامج المتكاملة، التي تشمل قطاعات متعددة مثل  الأمن الغذائي وسبل العيش والزراعة ، المياه والصرف الصحي والنظافة، التعليم ، الصحة و الحوكمة و الحماية، و التعليم و التعزيز الاقتصادي.

وتهدف كير إلى العمل مع الآخرين لتعزز أثر برامجها، وبناء التحالفات والشراكات مع الجهات التي تقدم مناهج مكملة، ويمكنها اعتماد أساليب برمجية فعّالة على نطاق أوسع، ولديها المسؤولية في تفعيل الحقوق والحد من الفقر من خلال تغيير السياسات وتطبيقها. وتعمل كير اليمن مع المنظمات غير الحكومية اليمنية، ومنظمات المجتمع المدني، والمنظمات المجتمعية القاعدية (CBOs)، والمنظمات التي تقودها النساء ومنظمات حقوق المرأة (WLOs & WROs)، لما تمتلكه من خبرات محلية متعددة القطاعات وقدرتها على الوصول، بما يضمن الملاءمة ويفتح المجال أمام عمل مستدام.

2.     الغرض من الإعلان:

يهدف هذا الإعلان وإجراء التسجيل إلى إنشاء قاعدة بيانات شاملة للمنظمات غير الحكومية المحلية (LNGOs) ومنظمات المجتمع المحلي القاعدية (CBOs) النشطة والكفؤة وذات السمعة الجيدة والخبرة، والتي لديها اهتمام بالشراكة مع منظمة كير في البرامج المستقبلية.
ومن خلال استكمال نموذج التسجيل الإلكتروني بشكل طوعي، ستتمكن منظمة كير من فهم أفضل للجهات الفاعلة، وما تقوم به، وأين تعمل، بما في ذلك الخبرات القطاعية، والنطاق الجغرافي، والقدرات المؤسسية، والاهتمامات الموضوعية. وستُسهم هذه المعلومات في تعزيز قدرة كير على تحديد الشركاء المحليين المناسبين للمشاريع المستقبلية، و التحالفات، والاستجابات الطارئة، وفرص بناء وتعزيز القدرات.
إن التسجيل في قاعدة البيانات لا يضمن الشراكة أو الحصول على تمويل، لكنه يزيد من معرفة فريق  برامج كير عن المنظمات و من يعمل ماذا وأين ، ويدعم عملية أكثر شفافية وكفئة وشمولية في تحديد الشركاء.
ستتم إدارة قاعدة البيانات واستخدامها حصرياً من قبل كير لأغراض التخطيط البرامجي، وتطوير الشراكات، والتحضير لإجراءات التقييم المؤسسي، والتنسيق. وسيكون الوصول إليها مقتصراً على موظفي كير المخوّلين فقط. وسيتم التعامل مع جميع المعلومات التي يتم جمعها وفقاً لسياسات كير الداخلية الخاصة بحماية البيانات والسرية، ومبادئ حماية البيانات المعمول بها، بما في ذلك الاستخدام المسؤول للبيانات، والخصوصية، والتخزين الآمن.
وستحتفظ كير بالمعلومات طالما ظلت ذات صلة بتخطيط الشراكات ورسم خرائط المنظمات، مع إجراء مراجعات دورية لضمان دقتها وملاءمتها. ويجوز للمنظمات طلب تحديث بياناتها أو حذفها في أي وقت من خلال التواصل مع كير.

3.     شروط التقديم:

فيما يلي المعايير / المتطلبات الخاصة بالتقديم الواجب مراعاتها للتسجيل في قاعدة بيانات شركاء منظمة كير:

1.    يجب أن تكون المنظمة مسجلة لدى وزارة الشؤون الاجتماعية والعمل ولديها رخصة عمل سارية المفعول.
2.    يجب أن يكون لديها مكتب (مكاتب) ثابت والتجهيزات المكتبية الأساسية وأجهزة الحاسوب.
3.    يجب أن يكون لديها سياسات وأنظمة مالية ولوائح للمشتريات والموارد البشرية والإدارية.
4.    يجب أن تمتلك المنظمة الوطنية غير الحكومية / المنظمة المجتمعية خبرة كافية في مجال التنمية والبرامج الإنسانية.
5.    يجب أن يكون لدى المنظمة لكادر الفني والمتطوعين المطلوبين (ذكور وإناث).
6.    يجب أن يكون لدى المنظمة تقارير دورية.
 
4.    عملية التقديم:

5.    الخطوات التالية:

عند توفر فرص تمويل جديدة، ستستخدم كير قاعدة الشركاء لتحديد الشركاء المحليين المحتملين، وذلك من خلال تطبيق معايير موضوعية مثل الخبرة القطاعية، والحضور الجغرافي، والقدرة المؤسسية، وتاريخ التسجيل، بما يتماشى مع المتطلبات المحددة ومعايير الأهلية الخاصة بكل دعوة تمويل مقدمة من الجهات المانحة.
وبناءً على هذا الفرز الأولي، ستقوم كير بإعداد قائمة مختصرة بالمنظمات التي تلبي المعايير بشكل أفضل، ودعوتها رسمياً للمشاركة في المرحلة التالية من العملية، والتي قد تشمل تقديم خطاب إبداء اهتمام، أو مذكرة مفاهم، أو مقترح كامل. وسيتم التواصل فقط مع المنظمات التي انطبقت عليها الشروط.
ويُسهم هذا النهج في ضمان عملية شفافة وفعّالة وقائمة على الاحتياجات لاختيار الشركاء، مع الموائمة بين متطلبات الجهات المانحة، وأهداف البرامج، ونقاط القوة لدى الشركاء المحليين.
