Supply of Solar Cold Chain Storage Systems

Project: Fresh Horizons Phase II – Fisheries Sector Recovery and Cold Chain Development Implementing Partner: Mercy Corps Yemen

1.    Methodology for smart subsidies

The Smart Subsidy Scheme is designed to reduce the financial and adoption risks for vulnerable fishing cooperative members when investing in solar-powered cold storage technology. Through this approach, Mercy Corps facilitates direct linkage between selected vendors and cooperative members, enabling access to complete solar-powered cold storage solutions (including solar panels, batteries, delivery, and installation). The scheme targets cooperatives selected under the project and identified members with genuine economic interest and capacity to invest in solar-powered cold storage. Once members are confirmed, they will be linked with pre-approved vendors offering a range of cold storage options suited to different business needs.
The subsidy model covers 80% of the total cost of the technology, while cooperative members contribute the remaining 20% cost share either upfront or through negotiated credit arrangements with vendors. To operate the scheme, Mercy Corps will sign Memoranda of Understanding (MoUs) with at least five vendors in Hadramout and four vendors in Aden. Vendors will commit to offering at least three or more types of solar-powered cold storage to meet diverse needs. Payments to vendors will be made based on actual units sold through the subsidy mechanism and verified by Mercy Corps.

2.    Roles and Responsibilities

Role of the private sector (solar-powered freezer/cold chain equipment suppliers)

1.    Supply complete solar-powered cold storage systems (including freezer, solar panels, battery, and accessories).
2.    Provide Mercy Corps with a list of applicants from each cooperative for approval prior to delivery and installation.
3.    Deliver and install the cold storage systems at the agreed sites.
4.    Provide after-sales maintenance and technical support for a minimum of six months.
5.    Train cooperative members on the proper use, care, and maintenance of the equipment.
6.    Collect project-issued subsidy vouchers and submit verified documents to Mercy Corps for reimbursement every month

Role of Mercy Corps

1.    Identify and provide vendors with a verified list of eligible cooperative members, supported by identification cards.
2.    Approve cooperative member applications and match them with vendor offers.
3.    Establish and enforce agreements with vendors, including quality standards, delivery timelines, and maintenance obligations.
4.    Disburse subsidy payments to vendors in a timely and transparent manner, based on verified sales and documentation.
5.    Monitor the adoption, functionality, and business use of the solar-powered cold storage at the member level.
6.    Facilitate learning and feedback loops to strengthen sustainability and vendor cooperative relations.

Role of Cooperative

1.        Prepare a list of interested members to access solar-powered cold storage and share with the project
2.    Monitoring the equipment is used for the intended purpose
3.    Link additional members interested in accessing the equipment after the end of the project to suppliers
4.    Facilitate and provide revolving loan funds for cooperative members interested in accessing solar-powered cold storage
5.    Use technology for its intended purpose (fish preservation, processing, and marketing) to strengthen their livelihoods.
6.    Participate in project monitoring activities and share feedback on system performance.

Role of Cooperative Members (Program Participants)

1.    Select their preferred vendor and cold storage option based on business needs.
2.    Contribute the required 20% cost share, either upfront or through a negotiated credit arrangement with the supplier.
3.    Prepare a suitable site/space for installation and use of the cold storage system.
4.    Provide all required documentation, including project-issued vouchers, to vendors upon delivery and installation.
5.    Attend training provided by vendors on proper usage and maintenance.
6.    Use technology for its intended purpose (fish preservation, processing, and marketing) to strengthen their livelihoods.
7.    Participate in project monitoring activities and share feedback on system performance.

3.    Basic Procedure

4.    Key Principles

• Transparency: All stages follow Mercy Corps’ fair and competitive process.
• Quality Assurance: Only technically sound, energy-efficient, and durable systems will be accepted.
• Local Engagement: Preference for vendors that can source locally or collaborate with Yemeni
• service providers.
• Sustainability: Long-term operability and ease of maintenance are key evaluation criteria.
• Safety & Compliance: All installations must meet relevant electrical and environmental standards.

1.منهجية الدعم 

صُمم برنامج الدعم الذكي للحد من المخاطر المالية ومخاطر تبني التكنولوجيا لأعضاء تعاونيات الصيد المعرضين للخطر عند الاستثمار في تقنية التخزين البارد التي تعمل بالطاقة الشمسية. ومن خلال هذا النهج، تُسهّل ميرسي كوربس التواصل المباشر بين الموردين المختارين وأعضاء التعاونيات، مما يُتيح الوصول إلى حلول تخزين بارد متكاملة تعمل بالطاقة الشمسية (بما في ذلك الألواح الشمسية والبطاريات وخدمات التوصيل والتركيب). ويستهدف البرنامج التعاونيات المختارة ضمن المشروع، والأعضاء الذين تم تحديدهم ممن لديهم اهتمام اقتصادي حقيقي وقدرة على الاستثمار في التخزين البارد الذي يعمل بالطاقة الشمسية. وبمجرد تأكيد الأعضاء، سيتم ربطهم بموردين معتمدين مسبقًا يقدمون مجموعة من خيارات التخزين البارد التي تناسب احتياجات الأعمال المختلفة.
يغطي نموذج الدعم 80% من التكلفة الإجمالية للتقنية، بينما يساهم أعضاء التعاونيات بنسبة 20% المتبقية من التكلفة إما مقدمًا أو من خلال اتفاقيات ائتمان متفاوض عليها مع الموردين. ولتفعيل البرنامج، ستوقع ميرسي كوربس مذكرات تفاهم مع خمسة موردين على الأقل في حضرموت وأربعة موردين في عدن. يلتزم الموردون بتوفير ثلاثة أنواع أو أكثر من وحدات التخزين البارد التي تعمل بالطاقة الشمسية لتلبية الاحتياجات المتنوعة. تُدفع المدفوعات للموردين بناءً على الوحدات المباعة فعليًا من خلال آلية الدعم، والتي تتحقق منها ميرسي كور.

2.الأدوار والمسؤوليات:

دور القطاع الخاص (موردو معدات سلسلة التبريد التي تعمل بالطاقة الشمسية):

1. توريد أنظمة تخزين بارد متكاملة تعمل بالطاقة الشمسية (بما في ذلك المجمدات، والألواح الشمسية، والبطاريات، والملحقات).
2. تزويد ميرسي كور بقائمة بأسماء المتقدمين من كل تعاونية للموافقة عليها قبل التسليم والتركيب.
3. تسليم وتركيب أنظمة التخزين البارد في المواقع المتفق عليها.
4. توفير خدمات الصيانة والدعم الفني لما بعد البيع لمدة ستة أشهر على الأقل.
5. تدريب أعضاء التعاونية على الاستخدام السليم للمعدات والعناية بها وصيانتها.
6. استلام قسائم الدعم الصادرة عن المشروع، وتقديم وثائق موثقة إلى ميرسي كور لاسترداد المبالغ.

دور ميرسي كور

1. تحديد قائمة موثقة بأعضاء التعاونية المؤهلين، وتزويد الموردين بها، مدعومة ببطاقات هوية.
2. الموافقة على طلبات أعضاء التعاونية ومطابقتها مع عروض الموردين.
3. إبرام اتفاقيات مع الموردين وإنفاذها، بما في ذلك معايير الجودة، وجداول التسليم الزمنية، والتزامات الصيانة.
4. صرف مدفوعات الدعم للموردين في الوقت المناسب وبطريقة شفافة، بناءً على مبيعات ووثائق مُتحقق منها.
5. مراقبة اعتماد نظام التخزين البارد الذي يعمل بالطاقة الشمسية، ووظائفه، واستخدامه التجاري على مستوى الأعضاء.
6. تسهيل حلقات التعلم والتغذية الراجعة لتعزيز الاستدامة والعلاقات التعاونية مع الموردين.

دور المشاركين في البرنامج:

1. اختيار المورد وخيار التخزين البارد المُفضّل لديهم بناءً على احتياجات العمل.
2. المساهمة بنسبة ٢٠٪ المطلوبة من التكلفة، إما مُقدّمًا أو من خلال اتفاقية ائتمان مُتفاوض عليها مع المورد.
3. تجهيز موقع/مساحة مناسبة لتركيب واستخدام نظام التخزين البارد.
4. تقديم جميع الوثائق المطلوبة، بما في ذلك قسائم المشروع، للموردين عند التسليم والتركيب.
5. حضور التدريب الذي يُقدّمه الموردون حول الاستخدام والصيانة السليمين.
6. استخدام التكنولوجيا للغرض المخصص لها (حفظ الأسماك، ومعالجتها، وتسويقها) لتعزيز سبل عيشهم.
7. المشاركة في أنشطة مراقبة المشروع ومشاركة الملاحظات حول أداء النظام.

دور أعضاء الجمعيات التعاونية (المشاركين في البرنامج):

1. اختيار المورد المفضل لديهم وخيار التخزين البارد بناءً على احتياجات العمل.
2. المساهمة بنسبة ٢٠٪ من التكلفة المطلوبة، إما مقدمًا أو من خلال اتفاقية ائتمان متفاوض عليها مع المورد.
3. تجهيز موقع/مساحة مناسبة لتركيب واستخدام نظام التخزين البارد.

3. الإجراءات الأساسية

4.  المبادئ الرئيسية:

• الشفافية: تتبع جميع مراحل إجراءات ميرسي كور العادلة والتنافسية.
• ضمان الجودة: لن تُقبل إلا الأنظمة السليمة تقنيًا، الموفرة للطاقة، والمتينة.
• المشاركة المحلية: تُعطى الأولوية للموردين الذين يمكنهم التوريد محليًا أو التعاون مع مقدمي الخدمات اليمنيين.
• الاستدامة: يُعدّ التشغيل طويل الأمد وسهولة الصيانة معيارين أساسيين للتقييم.
• السلامة والامتثال: يجب أن تستوفي جميع التركيبات المعايير الكهربائية والبيئية ذات الصلة.
