1. ABOUT THE ORGANIZATION

Helpcode Italia ETS is an independent, non-profit humanitarian organization established in 1998 and headquartered in Genoa, Italy. The organization implements development and emergency projects aimed at improving the living conditions of children and communities across Europe, Africa, and Asia.

2. INTRODUCTION

Helpcode Italia hereby invites qualified and licensed suppliers to submit bids for the supply and delivery of sports materials and equipment in Yemen. This procurement supports ongoing sports-for-development programs.

3. TENDER TIMELINE

• Tender Issue Date: 15 April 2026
• Deadline for Clarifications: 20 April 2026
• Submission Deadline: 30 April 2026, 16:00 (Yemen Time)
• Bid Opening: 5 May 2026 (internal session)

4. ELIGIBILITY CRITERIA
Bidders must: 
- Be legally registered and licensed 
- Have proven experience in supplying similar goods 
- Be compliant with tax regulations 
- Not be debarred by any government or international organization

5. ETHICAL AND SAFEGUARDING REQUIREMENTS

Suppliers must comply with: 

- Anti-corruption and anti-bribery principles 
- No child labor or forced labor policies 
- Safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) 
- Conflict of interest disclosure requirements

6. SUBMISSION INSTRUCTIONS

Physical Submission

Submit in a sealed envelope clearly marked with the clearly marked with the tender reference number and addressed to the procurement committee

Note: Multiple submissions will result in disqualification.
Late or incomplete submissions will not be considered.

7. REQUIRED DOCUMENTS

• Company registration/license
• Tax registration certificate
• Bank account details
• Bid Security Bank guarantee (3% of total bid value, valid until 31 August 2026)
• Signed Bid Submission Form
• Detailed price quotation (USD) per item (inclusive of taxes, duties and delivery)
• Signed declarations (anti-corruption, no debarment, conflict of interest)
• References from previous contracts

8. PRICING AND CURRENCY

• All prices must be in USD
• Prices must include all taxes, duties, and delivery costs
• Prices must remain valid until 31 August 2026

9. DELIVERY TERMS

• Delivery location: Helpcode Italia Warehouse, Aden, Yemen
• Delivery deadline: Within 30 days after contract signing
• Delivery basis: DDP (Delivered Duty Paid)

All goods will be inspected upon delivery. Non-compliant goods will be rejected and must be replaced within 14 days at the supplier’s cost.

10. PAYMENT TERMS
Payment will be made within 30 days after successful delivery and inspection.

11. EVALUATION CRITERIA

Bids will be evaluated as follows:

• Technical evaluation (50%) (Legal and Administrative,Experience,Financial Capacity, Reference, Others)
• Price competitiveness (50%) 

Helpcode reserves the right to reject any or all bids.

12. Terms and conditions

13. CONTRACT TERMS

• Contract type: Purchase Order
• Late delivery may result in penalties or contract termination
• Governing law: Yemen
• Helpcode reserves the right to audit supplier records
