CALL FOR TENDER (Tender No 5)

Helpcode is an Italy-based, non-governmental organization implementing a humanitarian project in Tur Al-Baha district of Lahj governorate, and is looking for suppliers to implement the following works:

a) Rehabilitation works of Al-Khattabiyah well.
b) Augmentation of the water supplies of Al-Khattabiyah school.

The bidders are invited to present the offers complying with the requirements, as specified below:

• The offers will be accepted only if delivered by hand, courier, fax, or email. 
• The deadline for the delivery of the offer is 4:00 P.M. on Thursday, 29/01/2026. Any bids submitted after this date will NOT be considered.
• The offer has to be preferably in English 
• The offer should be clearly marked with the precise reference to the present invitation, the name of the bidder, and the deadline.
• The validity of the offer should be up to the 31st of July 2026. 
• The winning contractor will be contacted via fax and/or email.
• The bids should be submitted in hard copy to the office at the address below, and the soft copy should be uploaded via the Kobo link.
• The offer will be delivered to HELPCODE office described right below, in one sealed envelope.

GENERAL CONDITIONS

1.    All applying contactors are required to conduct a site visit prior to submitting their bids to ensure accurate assessment of quantities and costs. Helpcode will not entertain any financial claims arising from errors, omissions, or miscalculations due to inadequate site assessment.
2.    All interested contractors are required to submit a bank guarantee equivalent to 3% of the bid value as a mandatory condition for formal participation in the tendering process.
3.    The bidder has to attach the company profile, catalogues, and/or other technical descriptions of the material, and has to present previous experience certifications of implementing similar projects, staff CVs, and more included in the Kobo link above.
4.    Offers shall be typewritten or handwritten and duly signed by the authorized legal representative of the bidder
5.    The price of the offer will be expressed in USD only.
6.    The bidder has to enclose an implementation delivery schedule/work plan, safety and security plan, and environmental plan.
7.    The bidder must possess a valid legal registration. licensing in Yemen, and other related legal documents (please check out the Kobo link above), including the following:

• Valid tax card.
• Valid Zakat card.
• Insurance card
• Valid social security card.
• Valid classification certificate.

8.    Note that bid selection will not be based solely on price; quality and technical value will also be assessed.
9.    The bidder has to agree to all terms, conditions, and policies set by Helpcode Italia.
10.    The bidders bear all costs related to the preparation and submission of their bids.
11.    The bidder has to understand that Helpcode Italia reserves the right to accept or reject any or all submissions or to cancel the tender process at its discretion without prior notice.
12.    Prices must be calculated VAT exempt as HELPCODE, being an international NGO working under an MOU signed by the Government, benefits of the tax exemption on procurements. 
13.    Terms of payments: the payments will be made in USD by bank transfer, cheque, or cash, upon presentation of a commercial invoice. 

OFFERS EVALUATION

Only the offers received within the deadline specified above will be taken into consideration for evaluation, while the ones received later will be considered as not valid. 

HELPCODE will evaluate the received offers on the basis of the following criteria: 

-    Best price in relation to the attached specifications and best quality;
-    Time of Delivery.
-    Submission of all requested attachments/documents.

Nothing will be due to the bidders in case the tender is cancelled for whatsoever reason. 

Note: All disputes arising out of the performance of this matter and which cannot be amicably settled shall be referred to the exclusive jurisdiction of the Genoa courts.
