Micro-Grants Program
Support Civil Society Organizations to undertake human rights activities through provision of micro-grants

Overview

OHCHR Yemen has developed a micro-grants programme as part of its 2023–2026 project co-funded by the Netherlands and the European Union. As the project enters its final year, OHCHR is launching this Call for Proposals in Yemen to support four civil society organizations with a micro-grant each to be implemented by the end of 2026. Each funded project will have an implementation period of four months, allowing sufficient time for implementation, capacity-building activities, and follow-up.

The overall purpose of the intervention is to contribute to widening civil society space in Yemen.  The grants are intended to support small and nascent civil society organizations, including community-based and grassroots organizations, by addressing basic practical needs, strengthening their institutional capacity, and fostering partnerships among constituencies working on human rights issues. 
Through this intervention, OHCHR seeks to encourage creative rights-based initiatives led by eligible organizations, particularly those engaging women and youth, to promote positive social change in their communities and nurture a culture of advocacy, participation and accountability around human rights.

Grant Payment

OHCHR Yemen will pay a total amount of 2500 USD each to the four selected organizations, disbursed in a single tranche (100% of the grant amount) prior to the start of implementation.

Implementation Duration 
Projects will be implemented over a four-month period starting from the date the agreement between OHCHR and the selected organization is signed.

Targeted Audience 

Eligible applicants are civil society organizations in Yemen. Priority will be given to projects located in Aden, Taiz, Hadramout (Mukalla), and Marib.

Legibility Criteria 

• Active, non-profit civil society organization in targeted governorate
• Demonstrated experience in the protection and promotion of human rights
• Experience in community-based advocacy or related work, including engagement with affected communities and, where applicable, with OHCHR or other UN agencies participating in the Protection Cluster. Valid local registration in Yemen
• Valid organizational bank account
• Women- and youth-led organizations are strongly encouraged to apply

Proposal Requirement 

The submitted proposal has to be in line with OHCHR proposal template which is available below:
 
The proposal hence has to include precisely and accurately details on  title of the project, the organization and contact person, expected duration, background, project description, goals and objectives, activities, outputs and outcomes, beneficiaries (description and estimated number), staffing description, implementation plan/ timeline, risk Assessment, added value of the project, including regarding gender diversity and mainstreaming, sustainability, budget requirements ( including budget narrative) and a monitoring and evaluation (ME) plan. 

Proposals Evaluation criteria 

• Addressing Human Rights interest innovatively,
• Strong relevance and justification based on the real experience of the organization,
• Clear and accurate presentation of SMART objectives, outcomes, outputs, and activities, 
• Availability and well-structured logical framework, including relevant SMART indicators, 
• Detailed monitoring and evaluation plan,
• Robust feasibility and sustainability approach,
• The proposal should be submitted in English. Proposals submitted in Arabic may be accepted, provided that the applicant undertakes to submit an English translation within one week of the original submission.
• A Clear and realistic budget within the grant ceiling, accompanied by a budget narrative explaining the rationale and calculation of each budget line.

Submission Guidelines 

Proposals must be submitted:

• In both Microsoft Word (docx) and PDF formats
• Using the OHCHR proposal and budget templates
• By 20 July 2026
• To the OHCHR email: ohchr.ye@un.org
• All submissions must use the following subject line exactly: CFP - 2026 - [governorate] - [Organization Acronym]. (Example: CFP - 2026 - Aden - OHCHR). Submissions without the exact subject format may not be processed.

If selected, grantees must: (i) submit documented work with the UN, the Protection Cluster, or INGOs; (ii) complete the OHCHR registration form; and (iii) undergo proportionate due diligence (verification of legal status and governance, review of basic financials and policies, internal controls, PSEA safeguards, and screening of the entity and key officials), and any gaps will require adoption of OHCHR minimum standards.
