  • Report to: Nutrition Program Manager

GENERAL JOB DESCRIPTION

MAIN PURPOSE: Project Officer will provide professional technical assistance and support for the project design, planning, implementation, monitoring, evaluation, and administration of the project activities, including data analysis, collection of project data, progress reporting, knowledge networking, and capacity building, in support of the achievement of planned objectives of the work plan, aligned with Health & Nutrition program goals and strategy, contributing to overall health and nutrition program.

DUTIES & RESPONSIBILITIES

  • Responsible for project planning, reporting, liaison, and budget management
  • Develop work plans, recruitment plans, reporting mechanisms, and training plans using the project monitoring tool.
  • Work closely with the field teams to determine the operational needs of the emergency health and nutrition interventions.
  • Work closely with the project team to determine the training needs of staff and organize remotely.
  • Track the budget and manage project activities according to the scope of the grant and budget.
  • Supervising the implementation of activities, monitoring and evaluating the objectives, indicators, and outcomes, and ensuring accurate and timely data collection at the field level
  • Field visits to supervise the implementation of activities in the field.
  • Supervision of the compilation of data for monthly reports and quarterly reports with the M&E assistance and technical unit.
  • Work with field teams and logistics to procure program supplies within project budgets.
  • Regularly update the project and quality department on the progress of the project as per protocol.
  • Liaise closely with local authorities, donors, and partner agencies to ensure program compliance with donor policies and regulations and complement other agencies' efforts.
  • Ensure the implementation of the project in accordance with the proposal, donor agreement, and BFD's policies and guidelines, and ensure that the project is implemented to high quality, on time, and against agreed work plans and achieves desired results.
  • Responsibility for risk management to minimize project risks and proactively create urgent solutions and contingency plans for problems that may affect the progress of work.
  • Collaborate with the finance, programs, and logistics teams to ensure that the project is effectively monitored against approved outputs and budgets, and ensure the preparation and regular updating of activity plans, the project budget, and procurement plans.
  • Maintain flexibility to take on added responsibility as and when needed.

Technical:

  • Provide technical guidance to the project team on the project activities and management.
  • Ensure that all project activities are in line with BFD, donor standards, and ministry and local government requirements.
  • Work closely with M&E to ensure activities are contributing to project targets.

Representation:

  • Attend cluster/coordination meetings relevant to the project in coordination with the program manager.
  • Contribute to the creation of a positive image and overall credibility of the BFD, notably through the application of the BFD's Code of Conduct, ethics, values, and stand-point.
  • Maintains continuous communication with the program manager, quality manager, and relevant departments to report on progress on project goals.
  • Works with logistics staff to ensure the coordination of project supplies is within budgeted targets.
  • Proactively pursue and build donor and partner relationships that lead to effective collaboration, sharing of advanced donor intelligence, funding opportunities, and lessons learned to ensure the positive impact of the organization’s programs on saving lives and improving living conditions.

Human Resources Management:

  • In cooperation with the HR Manager, hire and supervise staff to ensure their smooth and effective operations.
  • Assist in the selection and training of qualified program staff and recommend promotions, disciplinary action, and termination of staff in consultation with the Executive Director, HR, and Finance.
  • Responsibility to motivate and lead project staff, develop comprehensive project plans to be shared with all project staff, and use appropriate monitoring tools and strategies to monitor the progress, quality, and impact of the project and its implementation.
  • Conducting quarterly and annual evaluations for project staff.
  • Determine the training needs of the project staff.

Required Qualifications and Skills:

  • Bachelor’s degree of medical doctor or university degree in related field or its equivalent (Public Health /Medical / paramedical /Other health-related profession)
  • 3 years of experience in developing and implementing health and nutrition projects
  • Strong English language speaking and writing abilities

Skills / Knowledge:

  • Proven experience in designing, implementing, and monitoring health and nutrition activities
  • Strong knowledge of health and nutrition policies, guidelines, and best practices.
  • Familiarity with humanitarian operations, coordination structures, and the mandates of donors and other NGOs
  • Experience in conducting training sessions and capacity-building activities.
  • Excellent analytical and problem-solving skills and make decisions quickly and independently 
  • Strong communication and interpersonal skills.
  • Ability to work effectively in a team and collaborate with diverse stakeholders.
  • Good organizational and time management skills and resourcefulness with strong attention to detail. 
  • Extremely flexible, and have the ability to cope with stressful situations. 
  • Excellent computer literacy, including Microsoft Office, Microsoft Teams and ERP system.
