What we are looking for

An experienced senior manager with prior expertise managing and implementing non-humanitarian, development and peacebuilding programmes in Yemen. Previous experience within Yemen and/or area of operations is preferable.

Proven experience working on partnerships with local organisations is desirable with demonstrated experience in representation and advocacy. 

Experienced in coordination with demonstrated high level of engagement with multiple and diverse stakeholders. 

Strong communication and people management skills. Exposure to remote management and capacity building is an added advantage.

What you will do

The purpose of the Country Facility Manager position is to serve as the main entry point for the Nabni Building for Peace Fund Facility (B4PF) at country level. They are responsible for coordinating the Facility’s support to Local NGO(LNGO) partners and proactively engaging with national and local stakeholders throughout the project cycle for ensure coordination and improved acceptance of the B4PF.

Key responsibilities

  • Spearhead the strategy design at the field level for the B4PF approach and monitoring of the same. 
  • In consultation with the Grant Facility Director, leads on managing partners and providing direction to the country-level B4PF strategy and priorities.
  • Contribute to access negotiations for local NGO grantees, lead and oversee the early market engagement (EME), including the assessments for areas of operation, partners mapping, stakeholder outreach, and contributing to the strategy for funding allocation.
  • Lead proactive engagement with high-level national, regional and local authorities, ensuring the B4PF’s acceptance and liaise regularly with development actors in the area of operations.
  • Responsible for conducting capacity assessments, capacity development plans, and coordination of technical assistance for project grantees. 
  • In conjunction with the Facility Director, liaise with donors on funding and partnerships.
  • Support the development of concept notes, project proposals, and budget development for potential B4PF grantees as well as support project grantees with the identification of infrastructure and peacebuilding interventions.
  • Represent the facility in policy, coordination and research fora to advance its strategic objectives at the country level as well as provide regular inputs into advocacy initiatives.
  • Collaborate actively with the Knowledge Management and MEAL Advisor, learning partners and the Third-Party Monitoring consultant to monitor partnerships and projects, and propose adaptations if required.
  • Responsible for drafting or providing inputs to reports, updates, and briefing notes as necessary.
  • Responsible for the oversight and monitoring of partner projects with a total budget of over 5 million Euro and facilitating and ensuring Facility monitoring processes are applied in Yemen.
  • Coordinate with NRC Country Offices in the implementation countries, as needed, ensuring compliance with and adherence to NRC and B4PF policies, guidance and procedures.
  • Member of the Nabni B4P Facility Management Unit (FMU).

What you will bring

  • Advanced University degree in social sciences, international development, conflict studies, public policy or another related field.
  • Minimum 7 years of experience in a senior manager position.
  • Prior expertise of managing and implementing programmes (particularly non-humanitarian, development and peacebuilding programmes) in Yemen is mandatory.
  • Proven experience working on partnerships with local organisations is desirable with demonstrated experience in representation and advocacy.
  • Fluency in English and Arabic, both written and verbal. 
  • Specific knowledge of German development cooperation is an advantage.
  • Previous experience within Yemen and/or area of operations is preferable.
  • Working proficiency in relevant language(s) English, both written and verbal. Arabic language is an asset. 
  • Experience in remote management is an added value.
  • Prior experience as a trainer is an added value. 
  • Experience in coordination, interacting with multiple, diverse stakeholders

  • Duty station: Aden, Yemen, frequent travel upon when needed.  
  • Contract: 12 months.
  • Travel: Up to 30% (nationally), occasionally to Amman.
  • Salary/benefits: Grade 10 of NRC Yemen's national grading structure.
