Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:

The Field Monitors will strengthen the CCCM, Shelter, and NFI program in Far Al Udayn district – Ibb Governorate by ensuring accountability, transparency, and quality across all activities. Through daily oversight, needs assessments, data collection, and community engagement, they will verify beneficiary selection, track distributions and infrastructure work, and feed real-time insights into program adjustments.

Key Responsibilities: 

  • Verify beneficiary eligibility during household needs assessments using prioritization scorecards and cluster vulnerability criteria.
  • Conduct baseline needs assessments, focus-group discussions, and key-informant interviews; collect qualitative insights on barriers, relevance, and satisfaction.
  • Monitor distributions of Emergency Shelter Kits, NFIs, cash-for-repair, and cash-for-work: ensure correct quantities, document attendance, validate outputs, and record payments.
  • Carry out Post-Distribution Monitoring (PDM) and Post-Service Monitoring (PSM) surveys via KoboToolbox; input and maintain accurate data in project databases.
  • Track project progress against key performance indicators; prepare daily and weekly briefs for the Project Officer and M&E team, highlighting challenges and corrective actions.
  • Document protection risks (missing IDs, unserved PWDs) and refer cases through the Referral and Escalation System; manage complaints and feedback mechanisms (boxes and mobile help desks).
  • Liaise with community committees, IDP site governance structures, local authorities, NGOs, and other stakeholders to ensure inclusive participation of women, youth, elderly, and persons with disabilities.
  • Support site maintenance and risk-management activities: develop safe site plans, oversee repairs, and mobilize IDPs for maintenance tasks per health, safety, and environmental guidelines.
  • Facilitate awareness campaigns and information dissemination to IDP and returnee populations using diverse methodologies.
  • Capture human-interest stories, lessons learned, and best practices to inform donor reporting.
  • Ensure proper filing, confidentiality, and protection of all program data and records.
  • Perform any other tasks as assigned by the line manager.

Qualifications and Requirements:

  • Diploma or Bachelor’s degree in Social Sciences, Development Studies, Civil/Architecture Engineering, or a related field.
  • Minimum 1–2 years’ experience in field monitoring within humanitarian or recovery contexts, with exposure to CCCM, shelter, or NFI programs.
  • Proficiency in digital data-collection tools (KoboToolbox), Microsoft Office, and project management software; basic data analysis and report drafting skills.
  • Technical understanding of shelter construction, Emergency Shelter Kit and NFI distribution; familiarity with multi-sectoral response (Protection, WASH, emergency distribution).
  • Experience conducting needs/vulnerability assessments and beneficiary selection according to cluster criteria.
  • Knowledge of CCCM standards, Protection from Sexual Exploitation and Abuse (PSEA) principles, and Accountability to Affected Populations (AAP) best practices.
  • Strong communication, facilitation, and interpersonal skills; impartiality, integrity, and respect for confidentiality.
  • Ability to work under pressure, meet deadlines, and adapt rapidly to changing policy or field conditions.
  • Excellent observational, analytical, and problem-solving abilities; meticulous attention to detail.
  • Fluent in Arabic; working proficiency in English is an asset.
