Job Title: First aid and prehospital emergency care (FAPHEC) officer
Job purpose:
First aid and prehospital emergency care (FAPHEC) officer contributes and strengthens the YRCS to implement and monitor the FAPHEC program in cooperation with the health team, according to the objectives set out in the annual planning (strategic plan ) over Yemen Based on the skills required for this position, the officer must have the capacity to oversee programmes with a degree of autonomy (e.g. delegations with remote management) and contribute actively to planning and coordinating health activities at field level.
Ensuring appropriate strategy, guidelines, manuals through designing and implementing YRCS FAPHEC activities throughout Yemen. The officer will also ensure that all FAPHEC programs and actions comply with the vision, mission, policies and strategic directions of YRCS and RCRC Movement, and complement the national health policies and priorities of the Government.
Accountability & Functional responsibilities
- Implement health programmes within the meant over Yemen of responsibility/ expertise.
- Assists the Health team in designing operational strategies and planning the health programme(s) at local/facility and national levels.
- Conducts assessments and regular field visits (when relevant) to monitor activities and health-related threats to the population.
- Facilitate training courses for relevant healthcare workers and prehospital care providers.
- Ensure proper management of information collected and appropriate, relevant reporting.
- Participate in analysis of data and reflections on the overall prehospital care; with contributing to preparing project proposals in line with the YRCS objectives and priorities.
- Helps organizing YRCS meetings; advise staff members on various matters such as culture, politics, the economy, security, etc.
- Interpret at meetings and translate documents into local languages.
- Liaise and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programmes.
- Represent the YRCS vis-vis national authorities.
Develop and manage YRCS FAPHEC program by:
- of YRCS FAPHEC program, including development of the FAPHEC strategy, setting priorities and areas of interventions and development of appropriate guidelines and Manuals in line with the strategy.
- Capacity assessment of YRCS FAPHEC.
- Assisting YRCS Health and Care coordinator in developing YRCS health and care policy and strategy
- Developing a roaster (database) of YRCS trained FAPHEC staff and volunteers and updating the roaster regularly, and ensuring the provision of refresher courses as needed.
- Supporting FAPHEC field officers in program implementation in their respective branches and monitoring their performance in coordination with the respective branch management
- Ensures that all the institutional commitments on FAPHEC are reflected in program design and implementation
- Prepare a report on FAPHEC program implementation at both YRCS HQs level and branches with the support of Movement and non-Movement partners and shares to H&C Coordinator
Technical Support and Quality Assurance:
- Coordinate continuous training and coaching to YRCS staff, volunteers at HQs and branch level through the branch level field officers where possible, any all-other targeted groups.
- Develop standard training material and kits related to FAPHEC for both YRCS HQs and branches.
- Monitor field testing of YRCS FAPHEC manual and integrate other methodologies where added value is seen (i.e. CBHFA)
- Document lessons learned and good practices during the development and implementation of the FAPHEC activities. Liaise with the expertise from other movement partners to obtain technical support and organize regular meetings and workshops.
- Support the procurement, distribution, and replenishment of FA kits and supplies across branches.
- Follow up the stocks of YRCS FA kits and supplies.
- Responsible for the readiness of the YRCS ambulances and teams.
- Responsible for the follow-up related budget and clearances of the related advance.
Development of Commercial First Aid Initiative:
- Lead the process of developing guidelines on commercial FA, coordinate Commercial FA feasibility study, and develop an action plan based on findings of feasibility study.
- Develop appropriate manual and training materials taking based on the Movement training manuals for commercial FA.
Support the preparation of Emergency Response Teams (ERTs) at branch level:
- Provide technical support to the training of ERT at HQ and branch level.
- Review and provide recommendations for ERT structure based on reviews of interventions made in the past.
- Ensure the implementation of priority actions being identified in the review having coordination with relevant YRCS departments.
- Review ERT standard materials and take a lead to finalizing them.
Coordinate with YRCS partners and stakeholders:
- Be a contact person for technical aspects of FAPHEC with movement and non-movement partners and stakeholders, and share regularly with H&C Coordinator and partners.
- Actively seek out areas for YRCS FA teams to more actively support wider civil society in FA services.
- Coordinate with the Ministry of Health to support national FA initiatives (i.e. FA national network).
Certifications / Education required:
- Master or bachelor's degree in public health, paramedic, nurse, doctor or any relevant field.
- Academic qualifications as a Prehospital Emergency Care or Emergency Medical Technician are considered.
- Other relevant fields of study may be considered with extensive prehospital experience.
Professional Experience required:
- 5 years overall professional experience in Prehospital Emergency Care, including 2 years of training experience with minimum 2 years’ experience in the humanitarian sector.

Required Trainings:
- Emergency Medical Technician Provider and Trainer.
- Mass Casualty Management Trainer.
- Training of Trainees (ToT) certificate.
- International courses are an asset – PHTLS, TCCC, Mass casualty management.
