Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

- Job Title: Human Recourses Officer.
- Location: Sana’a
- Contract duration: until 30th June 2026 with possibility of extension.
- Basic monthly salary (taxable): 1041 $ to 1243 $ based on experience salary calculation (excluding other benefits offered by the organization)
- Line manager: Head of People & Culture
Objective of the position :
Daily HR and administrative follow-up for national and international staff .
Objective 1: Monitor national / International staff files updated to be done.
- Maintain national and international staff files (recruitment documents, contracts, extensions and amendments) and ensure that they are kept up - to – date;
- Follow up with the field offices for any missing documents and make sure that all required documents are fully completed, by maintaining excel sheet database (Checklist);
- Archive and file all HR and Administrative Documents;
- Prepare the required documents in case of an external/internal audit, under the supervision of the line supervisor.
Objective 2: Support the day-to-day administrative follow-up
- Arrange for hotel or guesthouse accommodation bookings for staff visiting Sanaa;
- Prepare and follow up on national staff per diem travel requests;
- Participating in organising meetings, workshops and other events;
- Act as the focal point for all UNHAS bookings in the country office;
- Share a weekly email update with the coordination team highlighting all key staff movements across the country office;
- Provide the liaison team with any documents required for visitors visa process;
- Provide the Head of People & Culture with monthly tracking of all flight and hotel bookings;
- Liaise with logistics and finance to ensure that ACF visitors are provided a phone, airtime, sim card, per diem and security envelope on arrival.
Objective 3: Support the administrative management of international employees
- Prepare monthly per diem, COLA and child Allowance for international employees;
- Prepare the security envelope for international employees when they first arrive in the country office;
- Prepare break allowances upon receiving the approved travel request from the Head of People and Culture;
- Arrange all international staff movements, including flight bookings;
- Provide the liaison team with any documents required for the international employee visa process;
- Prepare and process reimbursements and any other expenses related to international employees.
Objective 4: Manage daily guesthouse and office operations for cleanliness, safety, and efficient service.
- Supervise the cleanliness of the guesthouse and Sanaa office to ensure they are functional, clean and habitable, attending to and resolving any issues raised by staff;
- Manage the allocation of rooms at the guesthouse in Sanaa;
- Supervise the monthly purchase of guesthouse and office cleaning items for the Sanaa office;
- Liaise with logistics to ensure that the guesthouse is running smoothly;
- Support security management and contingency planning.
Objective 5: Liaise with Finance for vendor payments (travel agent, hotels, etc)
- On a monthly basis, share hotel bookings and travel agent tracker with Finance;
- Share all necessary documents for payment facilitation, i.e. boarding passes, tickets, hotel guest bill, invoice, etc;
- Follow up on the payment of vendors;
- Manage the submission of monthly statements for UNHAS travel and ensure the UNHAS account is topped up regularly;
- Follow up on other HR/admin-related payments as required.
Ensure adherence to ACF gender requirement; Commit and comply with ACF gender, age and diversity principles at anytime during activities; Support the implementation and the promotion of gender.
Additional Responsibilities
- This job description is not intended to be all-inclusive and the employee will also perform other related tasks as required and be responsible for reporting and communicating the progress and achievement of the specific assigned task;
- Maintenance of high technical standards;
- Conduct all duties in a professional manner in accordance with the mission’s Safeguarding Policy, Code of Conduct, Internal Rules and Regulations, mandate and charter of principles including the promotion of gender equality.
- The employee is also required to remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills to promote strong safeguarding practices, and conduct duties in a manner consistent with the mission’s Safeguarding Policy.
Required Qualification, Skills and Professional Experience
- Bachelor’s degree in fields related to HR, Administration and Management, or any other related field;
- At least 2 years of previous working experience in an HR/admin role;
- Previous experience as a supervisor is an asset;
- Excellent verbal and written communication skills;
- Fluency in English and Arabic languages;
- Strong team management capabilities, with the ability to lead, motivate, and support staff effectively;
- Excellent organisational and planning skills, with a demonstrated ability to prioritize tasks and manage multiple deadlines;
- High level of confidentiality and discretion in handling sensitive information.
- Strong diplomatic skills, with the ability to navigate a multi-cultural and complex interpersonal and organisational dynamics;
- Excellent interpersonal and relationship‑building skills, fostering a positive and collaborative work environment;
- Exceptional attention to detail, ensuring accuracy and quality in all tasks.
- Advanced computer proficiency, particularly in Microsoft Word and Excel.
- Demonstrated integrity, professionalism, honesty, and strong team spirit, with a commitment to maintaining a positive work culture;
- Experience working with an International NGO (INGO) and familiarity with humanitarian principles is considered a strong asset.
