2- Overall Purpose :    

The Site Engineer will oversee the implementation of all construction and rehabilitation activities in the targeted schools within one district of Marib Governorate. He/she will ensure all work complies with approved engineering standards, drawings, BOQs, and timelines. The engineer will supervise contractors, verify materials, document daily progress, and submit regular reports. This is a field-based role, requiring presence at the construction sites throughout the project period.

3- Key Duties and Responsibilities:

Supervision & Technical Oversight:

• Supervise the construction and rehabilitation of classrooms and latrines in schools assigned to their district.
• Ensure all construction activities are executed as per the approved technical drawings, BOQs, and specifications.
• Oversee concrete, masonry, plumbing, sanitary, roofing, and all civil works stages to ensure quality compliance.
• Conduct daily site visits to monitor contractor performance and progress.
• Review and sign off on contractor’s Requests for Execution Approval for each work item.
• Ensure full implementation of health, safety, and environmental standards on the site.
• Receive and verify materials delivered to the site, and prepare Material Conformity Reports matching with approved samples.

 Documentation & Reporting

• Maintain updated and accurate site records including logbooks, checklists, photo documentation, and field notes.
• Submit daily reports on work progress, including photos and notes.
• Prepare and share weekly and monthly technical reports with the Education Officer, highlighting progress, challenges, and recommendations.
• Ensure all work stages are well documented with before/during/after photos and labeled accordingly.

 Coordination & Communication

• Coordinate closely with Education Officer and the contractor, to ensure timely supply of materials and work implementation.
• Act as the organization’s representative at the site, communicating with school management, local authorities, and community leaders as needed.
• Report any technical issues, delays, or quality concerns to the Project Officer immediately.
• Participate in site handover and completion inspections with all relevant stakeholders.

 Additional Responsibilities

• Support in initial assessments, measurements, and preparation of BOQs if requested.
• Address and resolve technical issues on site in coordination with the line manager.
• Review and respond to letters or requests from the contractor, and raise any concerns with the supervisor.
• Conduct final inspections and confirm that all works meet the required quality standards before final handover.
• Perform any other duties as assigned by the supervisor, in alignment with the scope of the project.

Job Requirements :

• Bachelor's degree or diploma  in Civil Engineering, Architectural Engineering, or a related field.
• Minimum of 1 years’ experience in construction supervision, preferably in education or WASH infrastructure.
• Solid experience in field supervision, technical reporting, and materials inspection.
• Proficient in AutoCAD, Microsoft Office (especially Word and Excel), and basic quantity surveying.
• Ability to work independently in the field and handle multiple priorities under pressure.
• Strong communication and interpersonal skills to work with contractors and community stakeholders.
• Knowledge of construction safety standards and quality assurance practices.
• Familiarity with education infrastructure standards and experience in NGO or humanitarian settings is an asset.
