RFQ Instructions

INTRODUCTION 

Since 1970, Samaritan’s Purse (SP) has helped meet the needs of people who are victims of war, poverty, natural disasters, disease, and famine in the world’s most troubled regions. Samaritan’s Purse serves people in need with equality and respect, and without preference or regard to race, religion, gender, creed, or social status. Currently, Samaritan’s Purse has 18 country offices and works through partners in an additional 42 countries.

The purpose of this Request for Quote (RFQ) is to support a livelihoods program in Dar Saad District, Aden Governorate, and Mokha District, Taiz Governorate. The items listed will support Samaritan’s Purse programming within Yemen as a means to bring aid to the victims of war, poverty, natural disasters, disease, and famine. They will not be resold, bartered, traded for other goods or services, or used as leverage in any way, shape, or form.

Bidders are responsible for reviewing and understanding the contents of the RFQ package and requirements when preparing their quotation. They are also responsible for ensuring that their submission complies with the stated requirements. Failure to meet the requirements of the RFQ may result in the disqualification of the submitted quotation.

الغرض من طلب عرض السعر هذا هو دعم برنامج سبل العيش في مديرية دار سعد ، محافظة عدن مديرية المخا, محافظة تعز. ستدعم العناصر المدرجة في عرض السعر برامج سماريتان بيرس داخل اليمن كوسيلة لتقديم المساعدة لضحايا الحرب والفقر والكوارث الطبيعية والمرض والمجاعة. لن يتم إعادة بيعها أو مقايضتها بسلع أو خدمات أخرى أو الاستفادة منها بأي شكل من الأشكال.
يتحمل مقدمو العطاءات مسؤولية مراجعة وفهم محتويات طلب عرض السعر ومتطلباته عند إعداد عروض الأسعار الخاصة بهم. كما أنهم مسؤولون عن التأكد و ضمان أن تقديمهم يتوافق مع المتطلبات المذكورة. قد يؤدي عدم تلبية متطلبات طلب عرض الأسعار إلى استبعاد عرض السعر المقدم.

QUOTATION SUBMISSION PROCESSES

Confidentiality

All information included in this RFQ is confidential and only for the recipient’s knowledge. No information included in this document or in discussions connected to it may be disclosed to any other party.

RFQ procedures & instructions

Samaritan’s Purse requests formal quotations for products or services listed in the “Attachment A-Quotation” template. Suppliers must submit their quotations as noted below. Failure to submit as instructed could result in disqualification. Bids received in compliance with the terms of this RFQ will be presented to a Bid Committee for evaluation and supplier selection. Selection will be based on compliance with RFQ requirements and overall best value (cost, availability of requested items and quantities, and past performance). Information received through the sourcing activities will be used to determine the award.  

Deadline and drop-off instructions: 

Quotations must be submitted no later than 17:00 Arabian Standard Time on July 07, 2026.  Any quotations received after this deadline may be disqualified from consideration. 

Quotes must be delivered to the following address: Khormaksar, October Area, behind the Institute of Administrative Science Building Number 2. Envelope must be "Submission PR260601 Fodder”.

Terms and Conditions

This is only a Request for Quotation, and its issuance does not obligate Samaritan’s Purse to make an award for any or all of the items and quantities stated in the Statement of Work. Samaritan’s Purse is not obligated to pay for any costs incurred by the bidders in preparation and submission of their quotation.  

Any subsequent award will be subject to Samaritan’s Purse standard Purchase Order Terms and Conditions. Product will be inspected to ensure compliance to technical requirements within the Statement of Work.

إجراءات و تعليمات طلب عرض السعر
تطلب سماريتان بيرس عروض أسعار رسمية للمنتجات أو الخدمات المدرجة في نموذج" المرفق أ - العروض ". يجب على الموردين تقديم عروض الأسعار الخاصة بهم كما هو موضح أدناه. قد يؤدي عدم التقديم وفقًا للتعليمات إلى الاستبعاد. سيتم تقديم العطاءات المستلمة وفقًا لشروط طلب عرض الأسعار هذا إلى لجنة العطاءات لتقييمها واختيار الموردين. سيعتمد الاختيار على الامتثال لمتطلبات طلب عرض السعر وأفضل قيمة عامة (التكلفة ، وتوافر العناصر والكميات المطلوبة ، والأداء السابق). سيتم استخدام المعلومات الواردة من خلال أنشطة الاستعانة بالمصادر لتحديد القرار.

الموعد النهائي وتعليمات التسليم:

يجب تقديم عروض الأسعار في موعد لا يتجاوز الساعة 17:00 بالتوقيت العربي القياسي ، 25 يونيو ، 2026. قد يتم استبعاد أي عروض أسعار يتم استلامها بعد هذا الموعد النهائي. يجب تقديم عروض الأسعار بالدولار الأمريكي  وأن يكون عرض السعر متاح لمدة لا تقل عن ستين (60) يومًا.
يجب تسليم االعروض على العنوان التالي: خورمكسر ، منطقة أكتوبر خلف مبنى معهد العلوم الإدارية رقم 2. يجب أن يكتب على المغلف "تقديم PR260601 Fodder ".

Physical Submission Process:

Bids will be submitted to the following address: Khormaksar, October Area, behind the Institute of Administrative Science Building Number 2. Envelope must read "Submission PR260601 Goats Fodder.”

يجب تسليم االعروض على العنوان التالي: خورمكسر ، منطقة أكتوبر خلف مبنى معهد العلوم الإدارية رقم 2. يجب أن يكتب على المغلف "تقديم PR260601 Goats Fodder".

Electronic Submission Process:

Email your bid to yemenbids@shpt.samaritan.org with the subject line TND260601. You may send multiple emails depending on the size of the files. Even when submitting multiple emails, the subject line of EACH email should be the same: TND260601. After submission, you will receive an acknowledgment email with the subject: "A bid has been received for TND260601.

Notes for electronic submission:

• Ensure each email size is LESS than 15MB.
• Attachments should be sent in a ZIP file or consider multiple emails if needed.
• The total attachment size (including the email) must be LESS than 15MB.
• The e-mail subject must be the same TND260601. Please do not add any other description such as technical offer or anything other than the code TND260601. DOES NOT MATTER HOW MANY EMAILS YOU SEND, JUST WRITE THE SAME EMAIL SUBJECT TND260601

ستخضع أي منح لاحقة لشروط وأحكام طلب الشراء المعيارية الخاصة بـ سماريتان بيرس. سيتم فحص المنتج للتأكد من مطابقته للمتطلبات التقنية في بيان العمل. 

ETHICAL AND BUSINESS CONDUCT REQUIREMENTS 

Samaritan’s Purse is committed to integrity in its procurement processes.  Suppliers are selected based on objective business criteria such as price, quality, past performance and technical merit. Samaritan’s Purse expects suppliers to conduct their work ethically and to the highest business standards.  Samaritan’s Purse does not tolerate fraud, collusion among bidders, falsified proposals/bids, bribery, or kickbacks. Any bidder or individual violating these standards will be disqualified from this procurement and barred from future business with Samaritan’s Purse. Samaritan’s Purse employees are strictly prohibited from asking for or accepting any money, fees, commissions, credit, gifts, gratuities, objects of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business.

متطلبات قواعد السلوك الأخلاقي والمهني

تلتزم Samaritan's Purse بالنزاهة في عمليات الشراء الخاصة بها. يتم اختيار الموردين بناءً على معايير تجارية موضوعية مثل السعر والجودة والأداء السابق والجدارة التقنية. تتوقع Samaritan's Purse أن يقوم الموردون بعملهم بشكل أخلاقي وبأعلى معايير الأعمال. لا تتسامح Purse Samaritan مع الاحتيال أو التواطؤ بين مقدمي العطاءات أو العروض/العطاءات المزيفة أو الرشاوى. سيتم استبعاد أي مقدم عرض أو فرد ينتهك هذه المعايير من هذا الشراء ومنعه من العمل في المستقبل مع Samaritan's Purse. يُمنع موظفو Samaritan's Purse تمامًا من طلب أو قبول أي أموال أو رسوم أو عمولات أو ائتمان أو هدايا أو مكافآت أو أشياء ذات قيمة أو تعويضات من البائعين أو الموردين الحاليين أو المحتملين مقابل أو كمكافأة للأعمال.
